Experience:

• At least 5 years

• Master’s degree in information engineering, civil work engineering, water resource management, or similar subjects.

• At least 5 years

• At least 5 years’ professional experience undertaking coordination and analytical work, preferably in civil engineering and water resource management.

• Profound understanding of the water resource management in Bangladesh is required.

• Excellent written and oral communication skills in English & Bangla with official English certificates, such as TOEFL, IELTS, and Cambridge English Exam, are preferable.

• Strong analytical, interpersonal, and coordination skills are required.

• Competency in Microsoft Office (Word, Excel, PowerPoint) and Python programming language are required.

• Experience working in multi-cultural/national teams is desirable.

• Experience working with JICA, BWDB, and/or International Development Partners is an asset.

Invitation for Consulting Services on “Project Officer for assisting JICA Advisor to Bangladesh Water Development Board”

Japan International Cooperation Agency (JICA) is an implementing agency of Japanese Official Development Assistance (ODA) in Bangladesh since 1974. With our vision “Leading the world with trust”, JICA with its partners, aims to provide effective support to promote development that will result in sustainable socioeconomic growth and poverty reduction.

JICA has long term cooperation in Bangladesh Water Development Board (BWDB) under the Ministry of Water Resources (MoWR). Since 1989 JICA has supported BWDB for implementation of Flood Action Plan (FAP) and several financial and technical cooperation projects so far. Currently JICA is assisting the BWDB through Advisor on Water Technology and Policy (the Expert) since June 2024. The Expert has provided substantial advice/recommendation to the BWDB such as water resources management, flood forecasting, embankment engineering, erosion control, drainage improvement, operation and maintenance etc. For effective and efficient implementation of JICA assistance in BWDB, JICA is recruiting a “Program Officer” (hereinafter referred to as PO) to assist the Expert.

The consultant (Program Officer) will be deployed based on individual capacity:
