Job Context:
∎ Islamic Relief provides lifesaving humanitarian assistance to the FDMNs as they lack access to the basic needs of life. Since the beginning of the influx, Islamic Relief has been working with the Bangladesh Government and other implementing partners to support FDMNs living in Cox’s Bazar. We ensure food and non-food items for FDMNs living in Bhashanchar. We improve the safety and well-being of FDMNs by,
∎ Providing monthly food ration
∎ Providing water and sanitation
∎ Constructing wash blocks
∎ Installing tube-wells
∎ Distributing Ramadan food packs, Eid gifts and Qurbani meat
∎ Providing non-food items like LPG, hygiene kits and winter clothes to the families in Cox’s Bazar and Bhashan Char.

Job Responsibilities:
∎ Implementation of Shelter & NFI activities and ensuring quality, standards and appropriateness (50%)
∎ Provide technical support to the Bhasan Char field team and oversee the implementation of construction repair and maintenance of WASH infrastructures.
∎ Assist the program staff in implementing and monitoring the construction and/or repair maintenance of WASH projects.
∎ Provide technical guidance and support to staff on WASH activities, including waste management at the Bhasan Char camp.
∎ Prepare drawing design and estimate context-specific WASH infrastructure, especially the Bhasan char camp settlement.
∎ Prepare Project details implementation plan and the weekly and monthly work plan for tracking project activities accordingly.
∎ Prepare BoQ and design of context-specific solid waste management technology, i.e., plastic recycling plant, co-compost plant, etc.
∎ Prepare project tracking and activities monitoring checklist for quality implementation.
∎ Conduct periodic WASH materials market surveys, including locally available materials at Bhasan Char.
∎ Support and coordinate the preparatory activities of the project, including office set-up, participatory planning, selection of the locations, technical survey & beneficiaries’ selection.
∎ Effective coordination with all relevant stakeholders to smooth the implementation of WASH activities.
∎ Prepare monthly work plan, break it down to daily/weekly work plan and ensure implementation of the same.
∎ Provide technical guidance and support to staff to implement WASH activities in the Bhasan Char camp settlement.
∎ Proven Knowledge and understanding of the WASH project’s activity planning, implementation steps, monitoring & evaluation technique and coordination with government and INGOs.
∎ Proven knowledge about Fecale sludges management, water supply network, rainwater harvesting system etc.
∎ Retrieving, compiling, summarising, analyzing, and presenting information/data on implementing and monitoring the construction and/or rehabilitation of WASH infrastructures in Bhasanchar.
∎ Support the Project Coordinator/Manager by acting as a focal point for administrative coordination of project implementation, involving extensive liaison with relevant units (e.g. procurement, supply chain, finance, etc.) and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions etc.
∎ Prepare & maintain WASH-related documentation and information, including preparing the necessary design, BOQ for the tenders and progress payments, and maintaining the tracking system.
∎ Assist the program staff in responding to complex information requests and inquiries; set up and maintain files/records; provide logistic support for meetings, workshops and training sessions.
∎ Ensure ISCG shelter construction guidelines and rules & regulations to implement the WASH project in the camp context.
∎ Prepare basic monitoring tools to ensure the quality of planned activities and that they all meet standards.
∎ Overall coordination and support to conduct baseline and end-line surveys (including KAP, PIM, PDM) for WASH activities.
∎ Developed and updated realistic weekly work plans for each grant in conjunction with the program team.
∎ Design project implementation guideline and prepares a project implementation plan (PIP) considering the proposal and local context to achieve set goals and objectives
∎ Supervise the beneficiary selection process and finalize the beneficiary list.
∎ Ensure those minimum financial and logistics management standards are met to ensure accountability and transparency.
∎ Ensure a team environment by supporting program staff in implementing project activities and establishing high-quality performance targets, ensuring adherence to technical standards, best practices, and donor guidelines.
∎ Ensure the quality and impact of the program in WASH and emergency responses, ensuring that gender inequity is addressed.
∎ Effective coordination with all relevant stakeholders to smooth the implementation of WASH activities.
∎ Prepare monthly work plan, break it down to daily/weekly work plan and ensure implementation of the same.
∎ Ensure that local purchases and expenditures are made as per Islamic Relief Bangladesh policy.
∎ Maintain the stock book, Inventory and other essential registers properly and timely in an effective manner as per Islamic Relief Bangladesh policy.
∎ Checking all bill vouchers within the team and forwarding them to the Finance officer for necessary action.
∎ Effectively coordinate with other team members to ensure smooth and effective functions of field office management in all respect
∎ Assist field staff with effectively managing site development activities in Bhasan Char camp.
∎ Provide technical contributions for solid waste management and manage the plastic recycling unit.
∎ Provide technical direction on national emergency response/ recovery operations to support the multiple recovery and development projects requiring hardware and software technical support.
∎ Responsible for preparing the drawing, design, environmental & social screening, and feasibility check as per project activities.
∎ Capacity Building initiatives for beneficiaries and project staff at the program level (15%)
∎ Organize and conduct project orientation for new project staff.
∎ Prepare need-based assessment tools and provide training on that software to field-level staff, community mobilizers, and volunteers.
∎ Conduct capacity-building training for field-level staff, volunteers, and beneficiaries following ISCG WASH guidelines.
∎ Provide technical support to establish a community-led approach to WASH infrastructure reconstruction.
∎ Provide technical support to build their capacity for EVI and female-headed family’s shelter reconstruction.
∎ Participate in community awareness training, sessions, orientation, and feedback to mobilizers and facilitators.
∎ Participate and facilitate project-related awareness-raising events at a community level.
∎ Develop and conduct training and orientation relevant to emergency humanitarian situations, such as emergency WASH assessments, demographic surveys, GBV & protection issues
∎ Provided one-to-one coaching to staff to understand project goals and objectives.
∎ Ensure effective monitoring, evaluation, problem-solving, reporting and documentation according to the project need (15%)
∎ Prepare monitoring tools/checklist as per drawing and estimation of a specific intervention.
∎ Ensure effective monitoring of the project activities.
∎ Prepare an efficient and effective stock monitoring system for the camp and central levels.
∎ Prepare and follow the monitoring tools for good-quality project activity implementation.
∎ Review project-related crucial problems that are forwarded by the field staff and take the necessary steps to resolve them on a priority basis.
∎ Provide appropriate guidelines and monitoring tools for field staff for quality shelter intervention implementation.
∎ Need to handle multi-project activities at a time.
∎ Prepare monthly, quarterly, and final reports as per the program and project needs.
∎ Provide a progress report to the supervisor.
∎ Prepare the financial report of expenditure and update it from time to time.
∎ Meet the different reporting deadlines.
∎ Maintain proper documentation, take measures to preserve it, and share it with the Humanitarian Program in time.
∎ Archiving the project documents (hard copy and electronic copy) as per IR guidelines.
∎ Ensure comprehensive and effective coordination and advocacy with different stockholders (10%)
∎ Organize project inception meetings at different levels.
∎ Participate in various coordination meetings CiCs coordination meetings, WASH sector meetings, ISCG coordination meetings etc.
∎ Liaise with partners, government representatives, donor agencies, and national and international NGOs to ensure smooth implementation of the project;
∎ Participate in different meetings at the camp level/Cluster, NGO Coordination etc.
∎ Involve with relevant local administration and committees such as UDMC in the implementation of the project
∎ Work alongside staff to build their capacity in program planning and design; program management; monitoring, and evaluation.
∎ Ensure transparent coordination mechanisms and regular information-sharing between IR Staff.
∎ Attend Program Review Meetings and coordinate with the other IRB staff based in Dhaka and others.
∎ Organize lesson-learning workshops for further organizational development.
∎ Organize project exit meetings at the community level and with CiC/LGIs.
∎ Collect successful project completion letters from relevant authorities.
∎ Functional the complaint response mechanism (CRM) and feedback system (5%)
∎ Ensure the CRM process at all stages of the project.
∎ Maintain continuous orientation of staff on CRM process Ensure complaint log and register at project office level
∎ Ensure the visibility of the project in different stages and level.
∎ Other Requirements (5%)
∎ Participate & involved with seasonal programs (Ramadan, Qurbani, Winterization etc.) activities.
∎ Support in the procurement of materials like requisition, follow-up etc.
∎ Facilitate donor/external visits and ensure that recommendations of visitors are addressed.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, exploitation, Fraud, Bribery or money Laundering to achieve the program’s goals of safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on the safeguarding of harm, abuse, neglect, harassment, and exploitation, Fraud, Bribery & Money Laundering for establishing a safe working environment
