Educational Requirements:
∎ Masters degree in any discipline, Master of Development Studies (MDS), Master of Social Science (MSS), Master of Science (MSc) in Civil Engineering, Disaster Management

Experience Requirements:
∎ At least 6 year(s)

Job Responsibilities:
∎ Implementation of the project following Islamic Relief Bangladesh as well as donor requirements and standards-50%
∎ Ensure sound project management and take full responsibility for the overall implementation of the emergency humanitarian support project, as per the project documents and the IR rules and regulations;
∎ Support and coordinate the preparatory activities of the project including office setup, participatory planning, selection of the locations, technical survey & beneficiaries’ selection.
∎ Prepare monthly work plan, break it down to daily/weekly work plan and ensure implementation of the same
∎ Build, motivate, and lead a high performing team consisting of project personnel, expert consultants, and service providers.
∎ Provide inputs in the identification of linkages between the project and other related projects to maximize the efficient and effective use of resources;
∎ Design projects implementation guideline and prepare project implementation plan (PIP) considering the proposal and local context to achieve set goals and objectives
∎ Supervise the beneficiary selection process and finalize the beneficiary list.
∎ Provide strategic direction, oversight & leadership to Project staff to manage the project.
∎ Hold overall responsibility for maintaining strict compliance with donor rules and regulations.
∎ Oversee and manage the budget as per project documents and authority grid and carry out the monthly expenditure analysis, prepare reports, and requirement of fund.
∎ Regularly follow-up on the project activity, financial status, works progress.
∎ Prepare an activity plan for project staff.
∎ Ensure that minimum standards in financial and logistics management are met to ensure accountability and transparency.
∎ Ensure a team environment through supporting program staffs in the implementation of project activities and the establishment of high-quality performance targets, ensuring adherence to technical standards, best practices, and donor guidelines.
∎ Assist program staff to use appropriate project management tools to plan, review, and track progress on project implementation as well as on the utilization of project resources.
∎ Ensure the quality and impact of the program and emergency responses, ensuring that gender inequity is addressed.
∎ Ensure that local purchase and expenditure are done as per the Islamic Relief Bangladesh policy.
∎ Maintain the stock book, Inventory, and other essential register properly and timely in an effective manner as per Islamic Relief Bangladesh policy.
∎ Checking all bill vouchers within the team and forwarded to Finance officer for necessary action.
∎ Effectively coordinate with other team members to ensure smooth and effective functions of field office management in all respect
∎ Capacity Building initiatives for beneficiaries and project staff at the program level-15%
∎ Organize and conduct project orientation for new projects staff
∎ Participate and facilitate project-related awareness-raising events at the community level.
∎ Develop and conduct training and orientation relevant to the emergency humanitarian situation such as emergency WASH, food assistant, shelter and protection issues
∎ Provided one to one coaching to staff for understanding project goal and objectives
∎ Ensure effective monitoring, evaluation, problem-solving, reporting, and documentation according to the project need
∎ Ensure effective monitoring of the project activities-15%
∎ Review project related crucial problems which are forwarded by the field staff and take the necessary step to resolve them on a priority basis.
∎ Prepare monthly, quarterly and final report as per the program and project need.
∎ Provide a progress report to the country office.
∎ Prepare the financial report of expenditure and update from time to time.
∎ Meet the different reporting deadlines.
∎ Maintain proper documentation and take measures to preserve it and share it with the Humanitarian Programme department in time.
∎ Archiving the project documents (hard copy and electronic copy) as per IR guidelines.
∎ Ensure comprehensive and effective coordination and advocacy with different stockholders-10&
∎ Organize project inception meeting at different levels (Union, Upazila, district).
∎ Liaise with partners, government representatives, donor agencies, national and international NGOs to ensure smooth implementation of the project;
∎ Participate in a different meeting in Upazila and district. (Cluster, NGO Coordination, etc.)
∎ Involve with relevant local administration and committees such as UDMC in the implementation of the project
∎ Work alongside staffs to build their capacity in program planning and design; program management; monitoring and evaluation
∎ Ensure transparent coordination mechanisms and regular information-sharing between IR Staffs.
∎ Attend Programme Review Meeting and coordinate with the other IRB staffs based in Dhaka and others.
∎ Organize lesson learning workshops for further organizational development.
∎ Organize project exit meetings at the community level and with LGIs.
∎ Collect successful project completion letters from relevant authorities.
∎ Functional the complaint response mechanism (CRM) and feedback system
∎ Ensure the CRM process at all stages of the project.-5%
∎ Maintain continuous orientation of staffs on CRM process Ensure complain log and register at project office level
∎ Ensure the visibility of the project in different stage and level
∎ Other Requirement-5%
∎ Facilitate donor/external visits and ensure that recommendation of visitors is addressed.
∎ Willing and able to travel frequently for extended periods and to remote areas of the projects and able to travel frequently for extended periods and to remote areas of the projects.
∎ Responsible for seasonal (Ramadan & Qurbani) & emergency response programs if require.
∎ Perform any other duties assigned by Supervisor
∎ Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey IR Child Protection & PSEA Policy and respond accordingly as and when required.
