Responsibilities & Context:
∎ Lead the design and roll-out of English language learning, digital literacy training and life skills programs aligned with local market demand and humanitarian principles.
∎ Develop detailed work plans, activity calendars, and supervision frameworks for skills training centres and partner institutions.
∎ Oversee training delivery, including curricula finalization, trainer deployment, resource provision, and quality monitoring.
∎ Coordinate field implementation with sector focal points, Centre Supervisors, and field trainers to ensure timely and effective training.
∎ Monitor job placement activities and support transition-to-employment strategies through linkages with local businesses and NGOs.
∎ Coordinate with relevant stakeholders and the British Council to facilitate IELTS exam arrangements for eligible participants
∎ Maintain regular liaison with CiCs, Site Management, and relevant government agencies for approvals and updates.
∎ Represent BRAC in camp coordination meetings, donor briefings, and sectoral platforms (e.g., Livelihoods Working Group).
∎ Engage with training institutes and private sector actors to build partnerships for training and placement.
∎ Facilitate research and labor market assessments in coordination with MEAL and technical experts.
∎ Lead budgeting, financial tracking, and resource allocation for the livelihoods component, ensuring cost-efficiency and compliance.
∎ Prepare donor and internal reports (monthly, quarterly, annual), ensuring data accuracy and narrative clarity.
∎ Oversee data collection, monitoring systems (e.g., MIS), and feedback mechanisms for continuous improvement.
∎ Provide technical guidance, coaching, and performance reviews for Deputy Managers and technical teams.
∎ Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
∎ The Project Manager – Livelihood and Skills Development (LSD) will lead the planning, coordination, and implementation of all skills development activities under the HDC project in selected camps. The role ensures the effective delivery of market-responsive training programs, coordination with CiC offices, institutional partners, and private sector actors to support both self-employment and wage-based livelihood opportunities for Rohingya and host communities. S/he will oversee program quality, budget tracking, reporting, and staff supervision in line with project goals and donor expectations.
