Job Responsibilities:
∎ The Catchment Focal Point will work under the Programme Officer (Community Workfare) in close supervision of the Head of Disaster Risk Reduction (DRR) Unit in close collaboration with the Community Workfare Lead.

∎ Under the overall guidance and supervision of the Head of the DRR Unit, the incumbent will be responsible for the following duties:

∎ Field Programme Implémentation :

∎ To supervise and oversee, coordinate, monitor and regularly report on the implementation of the DRR and Community Workfare activities in the assigned catchment.
∎ Maintain regular tracking and regular update the progress of work to the Cox's Bazar office, identify gaps in the completion of activities and take remedial action to ensure appropriate reallocation of time and effort.
∎ Ensure transparency related to the beneficiary (labour) registration (in consultation with site management), labour payments, daily attendance, and master rolls including monitoring each cash distribution and other relevant documentation.
∎ Ensure strong coordination between partner CP and WFP Engineering team on the ground and required support and assistance to the CPs is provided.
∎ Contribute and assist identification of new sub-projects, development of monthly CP Work Plan in close consultation with site management and Camp In Charges (CiCs);
∎ Support the screening of proposed sub-projects for the environment and social safeguard issues.
∎ Within the specific area of responsibility ensure CPs practice, promote and endorse the environmental and social safeguarding policy and ensure the implementation of safeguarding standards and guidance throughout the programme cycle.
∎ Provide basic troubleshooting support on digital attendance and distribution in consultation with KIM Associate and/or Digital Solution team.
∎ Any other duties as assigned.
∎ Networking & Representation (at field level)

∎ Act as a point of contact for the catchment focal point for FFA/DRR (Community Workfare) and attend/represent in Camp-based Implementation Committee (CBIC), SMSD Coordination, other meetings called by CiC offices including field operations, etc.;
∎ Ensure that WFP adequately engages with the local structure, and that programme information and all advocacy issues are communicated as necessary.
∎ Internal Coordination

∎ Attend and represent assigned catchment in weekly Programme and Engineering coordination meeting.
∎ Attend Bi-weekly Programme Coordination Meetings, come prepared with issues, challenges and way forward.
∎ Coordinate with field operations team and Environment and Social Safeguard specialists at the field level.
∎ Liaise with different colleagues from FFA/DRR Unit and other programme units dealing with capacity strengthening, KIM, CFM, Operations and M&E to ensure smooth implementation and information flow.
∎ Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
∎ Reporting and Documentation
∎ Ensure Weekly Work (Travel) Plan submission to the Programme Policy Officer and Head of Unit on a timely basis.
∎ Review and endorse Weekly Operational Planning and Updates (OPU) for the catchment.
∎ Prepare Weekly Operational Updates/Mission Reports, PowerPoints in consultation with Focal Engineering for weekly coordination meeting.
∎ Document and submit safeguard screenings, onsite monitoring and CBIC meeting minutes as instructed, and notify the team if follow-up action is required.

Additional Requirements:
∎ A Minimum of five years of experience where three years of relevant Asset Creation/DRR and site management/site development experience at increasing levels of responsibilities. Experience in construction engineering will be considered an asset.
∎ Good communication and leadership skills.
∎ Knowledge and experience of design, planning and supervision of construction projects.
∎ Desirable Experience of working within the Humanitarian Community or Development Sector.
∎ Familiarity with the special context of refugee camps and makeshift sites in Cox's Bazar is an asset.
∎ Proficiency in both oral and written communication in English and Bangla. Fluency in oral Chittagonian/Rohingyan dialect is desirable
