Job Context:
∎ Objective The National Sectoral Expert - Transport shall support RIMES` Sectoral Expert Unit in Bangkok on assessing the weather/ climate information needs and requirements of transport sector in Bangladesh. The Sectoral Expert shall provide technical inputs for enhancing the Online Road Network portal and LGED GIS portal with risk information, early warning, and climate database to contribute to improved planning and decision-making in transport sector.
∎ Contract Duration: The contract will be tentatively for 60 working days spread over 6 months. The duration of the contract will be finalized upon discussion.
∎ Reporting Requirements :
∎ The National Sectoral Expert - Transport will work with the Regional Sectoral Expert - Transport, and DSS Lead. S/he will work under the direct supervision of the Climate Application Specialist and Project Director, who will monitor the quality of the following deliverables.
∎ Desk review report within 30 days of contract signing
∎ User needs assessment materials within 60 days of contract signing
∎ Report on assessment outcomes within 135 days of contract signing
∎ Final report summarizing the recommendations and technical inputs on DSS design and development within 165 days of contract signing

Job Responsibilities:
∎ User Needs Assessment:
∎ Conduct a desk review to map stakeholders in transport sector, assess existing DSSs/portals (especially RHD's Online
∎ Road Network and LGED's GIS portal), and identify gaps/requirements
∎ Design a user needs assessment approach and methodology and develop the assessment materials such as survey, interview and focus group discussion (FGD) questionnaires
∎ Lead the user needs assessments for transport sector including, but not limited to, surveys, consultation meetings, interviews, FGDs and/or decision-simulation workshops to identify the sector's weather/climate information needs and requirements, decision-making contexts, data availability and accessibility and technical capacity among others
∎ Review RHD's Online Road Network and LGED's GIS portals in terms of data components and functionalities/ usage
∎ Summarize and report on the outcomes of the assessment
∎ DSS Enhancement
∎ Initiate discussions and generate support for enhancing RHD's Online Road Network portal by integrating risk, early warning, and climate information to the system's dynamic asset database
∎ Identify specific parameters and transport data (sources) to be integrated as well as decision points and contexts to be supported by the system
∎ Assess the feasibility to integrate data streams from critical agencies for transport network management (e.g.,
∎ integrating BMD and BWDB forecast information, impact assessments and advisories indicating
∎ reliability/accessibility of transport network during hazard events)
∎ Establish the process and equations for identifying climate-related vulnerabilities of structures including critical
∎ parameters (e.g., moisture) for monitoring and maintaining road transport assets (i.e., bridges and highways) for integration in the DSS
∎ Identify multi-hazard maps and assessments (including cyclone, flood, flash flood, landslide, salinity, long-term
∎ climate change, earthquake, etc) for integration in transport system monitoring, early warning, and asset management
∎ Provide recommendations and technical inputs on improving the design, content and analytics of the DSS/portal to ensure its application in planning and decision-making in transport sector
∎ Other relevant work for the enhancement/development of the transport sector portal/DSS as assigned by the Climate
∎ Application Specialist or Project Director

Additional Requirements:
∎ At least five (5) years of experience in road infrastructure planning and asset management
∎ At least four (4) years of experience working with transport sector in Bangladesh for assessing the demand and
∎ providing sectoral input in the design and operationalization of tools
∎ Knowledge of climate-resilient road infrastructure development, intelligent transport system, safety and risk management for road transport sector
∎ Experience with transport DSS or portals such as the Online Road Network, etc
∎ Demonstrated experience working with government agencies, especially in transport sector
∎ Excellent analytical, writing and communication skills
∎ Proficiency in spoken and written English and Bengali languages
∎ Can work independently and collaboratively with stakeholders and colleagues to achieve goals
∎ Delivers outputs for which one has responsibility within prescribed time, cost and quality standards
∎ Operates in compliance with organizational regulations and rules

∎ Business : The Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES) is an international and intergovernmental institution, owned and managed by its Member States, for the generation and application of early warning information. RIMES evolved from the efforts of countries in Africa and Asia, in the aftermath of the 2004 Indian Ocean tsunami, to establish a regional early warning system within a multi-hazard framework for the generation and communication of early warning information, and capacity building for preparedness and response to trans-boundary hazards. RIMES was established on 30 April 2009, and was registered with the United Nations on 1 July 2009.
