Job Responsibilities:
∎ The Consultant must provide technical advice and support on monitoring and evaluation using the RBM method in Bangladesh based on annual work plan and any additional services requested by the Development Assistance program at the Canadian High Commission (CHC). In response to programming needs, the Technical Specialist will be dedicated to providing any technical support to programs and projects for monitoring and evaluation in order to ensure effective and resource-efficient programming, with the ultimate goal of contributing to better development assistance results. Responsibilities, among others, will include:
∎ Review and provide written analysis and strategic advice on emerging issues and challenges in the country, as well as on policies, strategies and planning documents, outlining linkages with GAC's action area, policy framework and GAC Bangladesh development program priorities, with respect to best practices in monitoring and evaluation and RBM.
∎ Using in-depth, expert level monitoring and evaluation knowledge with a particular focus on Canada's specific approach to RBM, provide detailed feedback and guidance on all stages of project proposals from concept note to final versions. Provide ongoing, professional and timely advice on all monitoring and evaluation and RBM aspects of Canada's programming in Bangladesh.
∎ Review GAC development program documents using a monitoring and evaluation lens and provide written analysis and advice on best practices and approaches to achieving results, potential risks, issues, constraints, opportunities, lessons learned, and possible synergies with other programs and sectors.
∎ Provide advice to the DA team on opportunities, needs and entry points for action including on possible cooperation with Bangladesh government and other development partner with respect to RBM and monitoring and evaluation-related issues.
∎ Support DA team in the review and development of project proposals in all sectors and preparation of project approval documents (including with special attention on analysis, logic model(s), performance measurement framework(s), risk register(s), project management framework(s), and budget). Assess the capacity of local organizations and institutions in implementing initiatives to achieve meaningful results, and identify potential partners with appropriate monitoring and evaluation capacity.
∎ Provide technical assistance to incoming missions from Canada.
∎ Participate in donor consortium meetings, Joint Consultation Meetings (JCM), Joint Annual Review Missions (JARM), thematic reviews and mid-term reviews on an as needed basis. Join working groups focusing on monitoring and evaluation and RBM, attend meetings and report back with specific attention paid to implications for Canada.
∎ Contribute to knowledge-building/sharing and policy dialogue; advocate for the integration of gender equality and the need to focus on women and girls in multi-stakeholder consultative and decision-making discussions.
∎ Keep abreast of emerging monitoring and evaluation and RBM sector related issues and challenges in the country, as well as on related policies, laws, strategies and planning documents, outlining linkages with GAC's policy framework, including Canada's FIAP, and country program priorities.
∎ Assess the capacity of local organizations and institutions in implementing initiatives to achieve meaningful results, and identify potential partners with relevant skills expertise and/or appropriate programming capacity.
∎ Advise DA team on issues that need to be raised in policy dialogue and/or advocacy with government, other donors, civil society organizations and private sector, in such fora as donor group meetings, consultative meetings led by the government, program and project reviews.
Additional Requirements:
∎ Minimum of 7 years of professional working experience as an experts and advisor on planning, monitoring and evaluation services;
∎ A Minimum of 5 years of work experience with foreign government or international donors/organizations in the areas where monitoring and evaluation was essential part of the service;
∎ 3 years of experience in donor/foreign funded organization in monitoring and evaluation of development programming/project activities using RBM approach.
∎
∎ Candidates should have an excellent command of spoken and written English and Bangla. Fluency in local languages would be an asset.
∎ The contract will be for the level of effort mentioned with the possibility for extension within the lifecycle of the FSS project, contingent on performance.
∎ Depending on Covid situation, the Technical Specialist can choose to telework or work from the FSSP office in Dhaka.
∎ Travel to project areas across Bangladesh required, including to Cox's Bazar (public health situation will be considered).
