  • Bachelor’s degree in social sciences, Development Studies, or a related field but Master’s degree holders will get preference.

  • Analytical skills and proficiency in data analysis software would be considered as an advantage (e.g., Excel, Kobo Toolbox, SPSS).

  • Excellent communication skills, both written and verbal.

  • Ability to work collaboratively in a multicultural team environment.

  • Experience with digital data collection tools (e.g., KoBoToolbox) is an advantage.

  • Experience Requirements: Minimum of 3 years of experience in monitoring and evaluation, preferably in an NGO setting.

  • Additional Job Requirement: Perform any other duties that may be assigned by management.



Responsibilities & Context:

Job Summary: The Monitoring and Evaluation (M&E) Officer will be responsible for overseeing and ensuring the effective monitoring and evaluation of Advancing Career Connections, Employment, and Skills for Success (ACCESS). This role involves developing and implementing monitoring frameworks, conducting data collection and analysis, and providing regular reports on project progress and impact. The Monitoring Officer will collaborate with various teams to ensure compliance with monitoring guidelines, identify areas for improvement, and contribute to evidence-based decision-making. The ideal candidate will have a strong analytical mindset, excellent communication skills, and the ability to work effectively in a fast-paced environment. The Monitoring Officer plays a crucial role in ensuring the effectiveness and impact of programs and projects. By monitoring progress, analyzing data, and providing valuable insights, the Monitoring Officer contributes to evidence-based decision-making and helps drive positive change within the organization.

Responsibilities:

  • Monitoring and Evaluation:

  • Implement a comprehensive MEAL framework for the ACCESS_GG12 project.

  • Collect, manage, and analyze data on project outputs, outcomes, and impacts using standard tools and methodologies.

  • Ensure timely tracking and reporting of project indicators aligned with project objectives and Save the Children requirements.

  • Conduct field visits to verify data accuracy, monitor activity progress, and provide technical support to the implementation teams.

  • Conduct quality benchmark (QB) monitoring to assess the quality of key interventions.

  • Input QB data into the online QB system and share findings with the team monthly.

  • Maintain the project participants database (both online and offline) regularly.

  • Maintain the Management Information System (MIS) and update data with project support to track progress against the Detailed Implementation Plan (DIP) regularly.

  • Accountability:

  • Support to establish feedback mechanisms for project participants and stakeholders to enhance program accountability.

  • Ensure adherence to organizational policies on safeguarding and accountability.

  • Respond to feedback and complaints in a timely and respectful manner.

  • Input Feedback Response Mechanism (FRM) data into the SCI online accountability system regularly.

  • Learning:

  • Facilitate learning workshops and after-action reviews to promote knowledge sharing and best practices among project teams.

  • Document lessons learned and success stories to inform future programming.

  • Support the integration of learning outcomes into project planning and implementation.

  • Document success stories, case studies, and best practices for internal and external dissemination.

  • Reporting:

  • Prepare and submit regular progress reports to management and SCI.

  • Ensure compliance with SCI reporting requirements and deadlines.

  • Contribute to the development of project proposals and budgets, incorporating MEAL components.

  • Capacity Building:

  • Provide training and support to project staff on MEAL processes and tools.

  • Foster a culture of learning and accountability within the team.
