Experience:
Public Procurement / Government Procurement Certification – experience with national public procurement rules, e-GP and tender evaluation and contract award procedures.
Certification in Public Procurement Management (from CPTU or similar) will be highly prioritized.

Good command in liaison with different Government/Semi-Government/International organization.
Experience Requirements
At least 5-10 years of experience in a Managerial role within the Bangladesh market.
Proven track record of winning large-scale government projects.
Experienced candidate will get preference.
Technical & Personal Skills
Expert-level knowledge of PPA-2006 and PPR-2025.
Proficiency in Microsoft Excel (for complex costing) and Project Management tools.
Strong command of both Bengali and English for formal correspondence.
Ability to work under extreme pressure and meet tight submission deadlines.
Identify, monitor, and develop opportunities with government ministries, divisions, departments, autonomous bodies, public-sector organizations, municipalities, development authorities, and international organizations.
Monitor Government e-GP, international procurement portals, donor-funded projects, development partner tenders, and international procurement opportunities.
Lead the complete tendering process from tender identification, eligibility assessment, pre-bid activities, technical solution development, costing, bid preparation, submission, clarification, negotiation, and contract award.
Analyze RFP, RFQ, EOI, ITT, TOR, technical specifications, BOQ, eligibility criteria, evaluation methodology, contractual terms, and compliance requirements.
Develop winning bid strategies based on technical capability, commercial competitiveness, project risk, customer requirements, and competitor analysis.
Coordinate with technical, engineering, finance, legal, procurement, project management, and commercial teams to prepare high-quality and compliant bids.
Prepare and review Technical Proposals, Financial Proposals, Methodology, Compliance Matrix, Work Plan, Project Implementation Plan, Staffing Plan, BOQ/BOM, and Commercial Offers.
Manage consortiums, joint ventures, OEMs, technology partners, subcontractors, consultants, and international suppliers for large-scale tenders.
Establish and maintain strategic relationships with government decision-makers, project authorities, consultants, development partners, system integrators, OEMs, and international technology companies.
Lead pre-bid meetings, clarification processes, technical presentations, negotiations, and post-bid communications.
Review tender risks including contractual liabilities, liquidated damages, performance guarantees, warranty obligations, payment terms, delivery requirements, technical compliance, and foreign-exchange exposure.
Develop and maintain a comprehensive Government & International Tender Pipeline, Bid Calendar, Opportunity Register, and Win/Loss Analysis.
Lead contract negotiations and support the transition from successful bid to project implementation and contract management.
Represent the company in government, industry, international business, and technology forums when required.
Build and lead a high-performing tender and business-development team. In depth knowledge about BG/ PG, VAT & TAX
