Experience:
Master's degree in statistics/epidemiology/ data science/ urban and rural planning/ anthropology or a related field.
Minimum 7 years of relevant experience working in developing country settings in health projects in a technical capacity, preferably at least 5 years with U.S. government-funded projects.
Previous experience in the implementation of health or development programs in rural, hard-to-reach, and/or fragile settings in Bangladesh, and demonstrated experience working with the Ministry of Health and Family Welfare (MOH&FW) or other diverse local health authorities (e.g., CHT Board, Tea Garden authorities) Bangladesh is a strong advantage.
Clear understanding on overall HMIS of MoH&FW and previous experience of work with DHIS2 of DGHS is essential.
Essential technical expertise on use of: Analytical tool (SPSS/STATA/R), Mobile based data collection tool (Kobo toolbox/SurveyCTO/ODK), GIS mapping tool (ArcGIS/QGIS/ArcGIS pro), Data visualization tool (Power BI/Tableau), Infographic tool (Canva), Qualitative data transcription tool (NVivo) strongly preferred.
Experience of hands-on project closing documentation, preferably in USG funded health project.
Job Summary
The Manager-Monitoring, Evaluation and Information System (ME&IS) is a full-time position with the MOMENTUM Integrated Health Resilience (MIHR) project. The Manager – ME&IS will be responsible for M&E framework implementation for MIHR projects at district level. Under the guidance of Director-ME&IS, the position will be responsible for data management, tools development, data analysis and visualization, documentation and reporting both at district and central level. Manager – ME&IS will be the focal person for ensuring integrity of HMIS and project data, use of data by GoB managers for decision making, and capacity building of statisticians, service providers and implementing partner’s staff at district level. The position will closely work with Manager – Documentation and Communication to support and capture district level program documentation, communication and reporting.
Primary Responsibilities & Duties
Ensure implementation of M&E framework as per MEL plan at district level.
Support development of tools for data collection, collation, analysis and management.
Compile, maintain and update the database routinely so that the database would be ready for analysis and report generation.
Enhance project performance indicator data visualization through developing dynamic dashboard.
Extract routine HMIS data from DHIS-2, compile and process them, and support development of a robust database for ready to use.
Lead to establish the culture of data use by GoB and NGO counterparts as well as project managers for program decision making through routine data driven performance review.
Build capacity of statisticians, service providers and partner staffs to enhance their efficiency for record keeping and reporting.
Support refinement of data quality assurance (DQA) tools and conduct routine DQA to ensure data integrity
Use spatial tools (e.g. ArcGIS/ArcGIS pro) to visualize the locational data and integrate the maps with project dashboard using Power BI/Tableau.
Document the program process, learnings and impact by capturing case study, photographs and infographics.
Prepare analytical program report quarterly/annually.
Maintain strong coordination with the divisional and district level HMIS point person of MoH&FW.
