Job Responsibilities:
∎ Designing, Planning, and Monitoring-20%
∎ Review and understand all organizational policies, strategies, and project proposals.
∎ Lead in raising awareness regarding the IRW MEAL framework and facilitating its implementation
∎ Develop and review the M&E plans, M&E framework, and LFA for different projects and programs
∎ Develop M&E guidelines for various projects & programs
∎ Contribute to developing concept notes and project proposal
∎ Contribute to developing DIPs, quarterly and annual projects, and programs plans
∎ Develop different qualitative and quantitative methods, tools, and strategies for monitoring and evaluating and research projects and programs of Islamic Relief Bangladesh
∎ Conduct frequent monitoring of all the projects regularly
∎ Develop an information management system for IRB
∎ Lead in the development and use of technology for MEAL activities.
∎ Research and Evaluation-20%
∎ Develop TORs for conducting baseline surveys, midterm reviews, and final evaluations, Real-Time Evaluation(RTE), post-distribution monitoring, feedback surveys, Result Monitoring, outcomes harvesting, and facilitating feedback surveys.
∎ Lead the baseline survey, need assessment, feasibility study, Result Based Monitoring, midterm and final evaluation, RTE, Outcomes harvesting, and impact study for various projects and programs
∎ Conduct research and action research as appropriate.
∎ Provide technical support to various projects and programs on monitoring and evaluation, need assessment, and managing research
∎ Lead internal and external program/project evaluations as required
∎ Review monitoring reports, evaluation reports, and project reports and provide necessary technical guidance to ensure compliance with program/project requirements for monitoring and evaluation
∎ Coordination with different project managers and program managers to record all project reports produced by various projects at a given frequency.
∎ Ensuring accountability-10%
∎ Facilitate the development of an accountability action plan for each project on the given template and keep track of the progress.
∎ Support in setting up community feedback mechanisms and coordinating with the program management to effectively use the information and relevant actions wherever required.
∎ Establish and maintain a comprehensive complaint and feedback handling mechanism according to IRW Complaints and feedback policy that fulfills relevant CHS requirements.
∎ Prepare a monthly, quarterly, and annually complaint-handling analytical report and share it with management
∎ Review IRW-complaint handling guidance pack and include CFM-related questionnaires in all monitoring, evaluation, and assessment questionnaire
∎ Coordinate with program teams to share results of assessments, baselines, reviews, feedback surveys, and evaluations with the beneficiary community and other stakeholders in the appropriate format and document the whole process.
∎ Provide technical assistance and guidance to program teams on conducting participatory, community-based, and inclusive needs assessments.
∎ Verify the presence of inclusive and participatory beneficiary selection criteria and subsequent selection accordingly.
∎ Ensure that participation activities are documented and learning is shared
∎ Ensure that all staff at all levels understand and promote accountability through training and coaching
∎ Orient the new staff about the complaint and feedback response mechanism (CRM), and refresher training/orientation on CRM for all staff.
∎ Support partners to develop and implement CP policies if they don’t have one
∎ Lead Core humanitarian Standard/CHS audit process as a CHS focal of Islamic Relief Bangladesh
∎ Lead the IHSAN process of Islamic Relief Bangladesh
∎ Ensure that records and reports on the overall Risk Management of Islamic Relief Bangladesh in terms of project and program are in place.
∎ Strengthening the learning system for the IRB-10%
∎ Establish and maintain a system for organizational learning (i.e. develop and maintain a learning log and ensure learning points are embedded at policy and practice levels)
∎ Develop a learning plan and learning tools/methods for all projects, programs, and organization
∎ Coordinate with program management to budget and organize learning events regularly.
∎ Ensure the documentation of innovation projects and share results and impact with all stakeholders.
∎ Identify opportunities to communicate program/project learning and information sharing/learning exchanges with other actors
∎ Support Programme and communications departments in the development of relevant modules and resource materials to support quality programming
∎ Participate in the project design process as a team member to ensure prior internal and external learning, community-based and inclusive needs assessment, and evidence informs project design.
∎ Participate and contribute to the IRW-MEAL Community of Practice regularly.

∎ Reporting (Internal/External) & Representation-10%
∎ Responsible to ensure that the organization delivers on all internal M&E requirements in emergency and development programs on time and with high-quality information, including reporting on IR global indicators/Framework and quarterly reports, total direct and indirect reach data.
∎ Identifies and introduces new elements (systems, tools, processes) required under the MEAL system and project manages development by MEAL team members
∎ Receive regular field monitoring and accountability reports from MEAL staff and circulate them to the country office teams, ensuring that action plans are included and followed up and that CMT reviews report regularly.
∎ Ensures external accountability to donors through the implementation of timely and quality MEAL activities leading to timely and accurate reporting
∎ Ensure that high-quality analysis reports illustrating Islamic Relief Bangladesh's impact and assessment findings are produced, including evidence of good practice and replicable programs, and that they are communicated at appropriate events.
∎ Ensure that IR is represented at relevant inter-NGO and government level meetings at the field level (related to MEAL) to enhance inter-agencies best practices sharing and learning
∎ Strategic Development-10%
∎ Ensure that data are brought together and findings from across thematic and operational regions to form a coherent basis for analysis of impact which promotes learning and strategy development for the whole organization.
∎ Lead on monitoring and improving the synergy and integration of thematic programs to enhance the delivery of outstanding results for project participants.
∎ Communicate top-level learning/analysis reports and monitoring data to ensure that management can make informed decisions on a timely basis to scale up and face operational challenges Contribute organize dissemination workshops with management as well as other stakeholders
∎ Lead IRB partnership screening process.
∎ Contribute to developing and updating IRB business plan, Country strategy, etc.
∎ Capitalization-5%
∎ Contribute to the proactive dissemination and use of knowledge gained through M&E activities among Programmes & projects
∎ Organize and facilitate training sessions to capture best practices and lessons learned at project close-out or as needed;
∎ Document and share lessons learned and best practices and ensure that the knowledge gained contributes to project improvement and influences the strategic development of future projects and activities.
∎ Staff Management & Development-10%
∎ Provide leadership and direction to the MEAL department through proactive engagement, communication, and direction
∎ Develop strategic objectives and work plans for the unit through the active participation of the team member.
∎ Ensuring that each member of the team fully understands the outcomes that are expected of them and they are aware of the success criteria which pertain to their work.
∎ Ensuring that work is planned and organized in a way that will meet the needs of staff at the Islamic Relief Country Office and in project areas in the most cost-effective manner possible.
∎ Ensuring that team members are given appropriate workloads and are working efficiently.
∎ Supporting team members to enable them to give their best e.g. by encouraging and Praising good performance, Coaching, assisting staff to prevent or resolve problems and providing resources, tools, and equipment.
∎ Monitoring and reviewing performance and, in particular, holding staff accountable for meeting the success criteria and delivering any improvement goals which have been identified; giving corrective feedback where required, and taking decisive action in the case of poor performance.
∎ Ensuring that staff is adequately trained and developed for their roles e.g. by analyzing staff training needs, organizing the delivery of training or coaching, and coordinating the sharing of experience.

Additional Requirements:
∎ Age 40 to 55 years
∎ Experience in working with:
∎ Monitoring, Evaluation, Accountability, and learning-related functions;
∎ Minimum of 7 years of management experience in monitoring evaluation, accountability and learning.
∎ Leadership experience and proven technical skills in setting up quality MEAL system that leads to evidence-based decision-making for multi-sectorial and multi-donor funded programs;
∎ Mobile data collection such as Kobo, as well as proficiency with Microsoft Excel; SPSS, SATA, or other similar software;
∎ Knowledge and experience concerning the CHS Verification Framework.
∎ Good knowledge of globally accepted humanitarian technical standards and initiatives, e.g. Sphere, LEGS, INEE, CALP, SDGs, Inclusion Charter, ADCAP
∎ Sound knowledge of and commitment to participatory approaches to working with communities, and innovative approaches to working on these issues with a proven commitment to people empowerment methodologies
∎ An understanding of gender equity and inclusion and how to integrate principles of gender equity and inclusion into program work
