Job Context:
∎ BRAC is one of the world`s leading development organization. Since 1972 BRAC is dedicated to alleviating poverty and empowerment of the poor. In continuation to that, BRAC has taken Humanitarian Crisis Management Project in Ukhia and Teknaf Upazila of Cox`s Bazar district to support the displaced people arriving from the Rakhine state of Myanmar.
∎ Manager, HR (Budget & Payroll) is responsible for effective implementation of C&B, Personnel Budget, Payroll and OD issues as well as departmental strategies to smoothen related processes and increase employee satisfaction. This position also will respond to take HR initiatives and help to determine distribution channels for HR information and HR compliance. She/he will be managing a team of human resources professionals, as well as resolve conflicts within organizational teams.

Job Responsibilities:
∎ Compensation & Benefits and Payroll:
∎ Oversee Payroll activities, provide general guidelines and ensure payroll reconciliation.
∎ Analyze salary issues e.g., increment, alignment and adjustment when and if required.
∎ Contribute to C&B policies and procedures of HCMP.
∎ Personnel Budget:
∎ Ensure a budget tracker for programme support staff and generate management reports when and if required.
∎ Ensure personnel budget validation of every project before submission to donors.
∎ Contribute to JRP and Salary Budget Amendment when and if required.
∎ Team management:
∎ Supervise & follow up all activities of payroll and budget team to ensure smooth payroll, and personnel budget operations.
∎ Provide technical supervision to HRIS team to ensure all staff data are aligned with the payroll file.
∎ Provide technical supervision to the staff involved in Leave, Attendance and Final Payment issues.
∎ Monitoring, Coordination and Collaboration:
∎ Identify and monitor the organization's culture that is aligned with the organizational goals, mission, vision and promotes employee satisfaction.
∎ Play the HRBP role in Online Staff Requisition module to check job specifications, requisition compliance, relevant budgets, JD and Org Charts.
∎ Coordinate with the Sectors/Projects in drafting sectoral and projects’ org charts and finalize in collaboration with HO HR.
∎ Draft and finalize Job Descriptions (JD) for all positions if and when required.
∎ Program visits to improve understanding on program and process.
∎ Participate in different training, meeting and forums on C&B, OD, Payroll and budget issues and HR policy and procedures.
∎ Safeguarding:
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
