Job Context:
∎ Based in Dhaka Country Office and Reports to the Literacy Director
∎ Position Overview:
∎ The Manager - Advocacy and Stakeholder Engagement is responsible for driving change at the local and national level by identifying, collaborating with and supporting an engaged set of key stakeholders who will promote the importance of early literacy and gender equality. This position will map key stakeholder groups and individuals in the government, civil society, and selected communities and collaborate with existing networks engaged on early literacy and gender equality and/or related issues to strengthen education provision that prepares children to make positive change - in their families, communities and the world. Overarching goals for the position include circulating evidence-based recommendations on the issue of early literacy and gender equality; influencing policy reforms and programmatic interventions that help to achieve scale; and, convening key stakeholders to develop the reading skills and habit of reading that provide a foundation for all future learning and prepare girls to succeed in their education and their lives after graduation.
∎ The position reports to the Director, Literacy Program on a day-to-day basis with overall guidance of the Country Director. This position will also work closely with the Sr. Manager, Girl`s Education Program and relevant departments.

Job Responsibilities:
∎ Assist the Country Management Team (CMT) in developing and implementing evidence-based advocacy plan aligned with organizational mission and goal
∎ Design and implement strategic stakeholder engagement plans, programs and projects
∎ Lead and manage all facets of strategic government and stakeholder engagement for RtR Bangladesh and being a central liaison for government and key stakeholders.
∎ Represent RtR in varied communities to build a stronger network of informed, action-oriented allies in local and national government, partner organizations, funders and philanthropic individuals and groups.
∎ Proactively and independently work closely with program teams (GEP and LP) and leadership to identify, lead and implement a targeted and integrated program of stakeholder engagement and advocacy.
∎ Providing direction and/or position on policy, data, insights and trends that help make the RtR's case for the value and impact at local, region, and collectively on a national scale
∎ Building and maintaining relationship with stakeholders at various ministries, department and NGOAB of government e.g. MoPME, DPE, NCTB etc.
∎ Support Admin and Operations Team in obtaining various approvals from the NGOAB and other relevant ministries of government
∎ Manage network development and coalition participation to support RtR's mission of transforming the lives of millions of children through education, creating a world free from illiteracy and gender inequality.
∎ Working closely with the Global communication team and country Communication Managers (Coms, Digital content and Donor-fund), leverage RtR Bangladesh program to support and grow multilateral and bilateral projects and priorities
∎ Working closely with the custom project managers, and other managers in country-office to amplify RtR BD priorities and activities, through regular thought leadership events and products, integrated communications campaigns and coordinated outreach.
∎ Build tools and facilitate programs to build capacity for communications and advocacy at country and field office level with the guidance and leadership of CMT for managers, staff, partners, community mobilizers/facilitators and other stakeholders of RtR.

Additional Requirements:
∎ A track record in building strategic, effective government relations and impacting policy and reform is preferred
∎ At least 10 years' experience in advocacy, campaigns, communications and government and stakeholder engagement
∎ Experience of working in an NGO, UN, government or other relevant organization in the same or related capacity
∎ Demonstrated experience in developing and leading advocacy and communications strategies within the development sector.
∎ Advanced understanding of policy analysis and engagement processes.
∎ Strategic mindset and excellent communication skills to drive the organization's advocacy agenda.
∎ In-depth understanding and experience of working on education development, child rights, socio-economic development in a policy environment.
∎ Excellent analytical and conceptual skills, a demonstrated commitment to diversity and child rights with an ability to integrate gender equality into advocacy work.
∎ Extensive experience in developing strategic engagement and policy-lobbing programs including building networks and collaborations to maximize impact on govt. policy/priorities and facilitate scale up of RtR intervention.
∎ Experience in managing advocacy programs including convening policy forums and thought leadership activities
∎ Developed managerial skills with the ability to coach and mentor other team members across a matrix structure
∎ Ability to engage at a strategic level and build collaborative relationships with government, donors, media and peer agencies
∎ Exceptional communication skills that deliver informed and meaningful messages.
∎ Fluency in English and Bangla, both verbal and written is essential.
