Educational Requirements:
∎ Essential technical diploma or technical university degree, in his /her area of speciality, preferably as an engineer

Job Responsibilities:
∎ Defining procedures and ensures the implementation, monitoring, maintenance and correct functioning of the technical work within his/her area of specialization
∎ Managing the technical activities in support to and in close collaboration with the field responsible of the sector of activity (s)he is primarily in support.
∎ Carrying out assessment and feasibility studies in the project to provide line managers with alternatives and possible solutions to infrastructure challenges in the area of specialization e.g. installing / building / implementing. Liaising directly with the staff to identify the project needs and managing response and prioritization of requests.
∎ Where standard protocols are not available or appropriate, developing a protocol seeking extensive feedback and pilot tests to ensure its functioning as well as defining functioning standards and monitoring systems.
∎ Ensuring the proper documentation, filing and the compilation of the installation and maintenance done or required
∎ Acting as a technical referent, providing technical advice and oversight of quality and strengthening knowledge of the team. Providing training sessions to technicians, the managers and supervisors in the overall set-up, use and maintenance of new installations
∎ When required, acting as Flying expert in a mission and providing deep technical advice to managers
∎ Performing delegated tasks specific to her area of speciality and as defined in his/her job description
∎ MSF Section/Context Specific Accountabilities
∎ 1. General Technical management
∎ Being the responsible at project level for the supervision and monitoring of the technicity of any work in the field of expertise including ensuring proper functioning of generators and vehicles of different of all OC’s in the project. Should follow MSF protocols, guidelines and relevant policies.
∎ Training/ coaching of technical supervisor at project level in the technical and integration aspect of the project.
∎ Following up and reporting on the work progress and on technical aspects of the work, participating in monthly reports
∎ Being responsible of base to keep functional office and houses, confirming all necessary utilities are working properly
∎ 2. Vehicles and Workshop management
∎ Supervise drivers and mechanics in the maintenance, regular servicing and repair of MSF vehicles, generators, and pumps.
∎ Plan movements and vehicles for project travel whenever needed.
∎ Closely monitor fuel consumption and manage fuel supply, whenever needed
∎ Identify needs for tools, spare parts, vehicle contents, etc.
∎ Follow up vehicle documentation with Technical referent to keep all documents up to date
∎ Ensure mechanics use all standard tools and administrative documents
∎ Monitoring and ensuring the implementation of the mechanical servicing activities in the missions of different MSF sections, ensuring compliance to MSF standards, protocols and procedures.
∎ According to the line manager and in liaison with the drivers' line manager, organizing the schedule for periodic servicing of all vehicles (corrective, predictive and preventive) and motorized engines (generators, motor pumps, etc.), both for the capital and the field, in order to ensure optimal working conditions of the fleet and extend its longevity
∎ Supervising the services performed by the drivers and/or the trainee agents, and if necessary performing the special and complex services referred to in the Logbook deciding whether a vehicle requires an urgent or unscheduled intervention. Supervising any repair or maintenance work performed outside the MSF workshop in order to ensure the appropriate standards
∎ Performing regular technical checks on the mechanical tools, in line with the procedures defined by the line manager, and complete the corresponding record sheets (repairs, maintenance, etc.) in order to preserve its usability
∎ Identifying the spare parts, consumables and tools required by the fleet, evaluating local providers' suitability, and according to the line manager, placing the corresponding order to ensure on time delivery, cost efficiency and quality. Monitoring incoming and outgoing deliveries of spare parts and consumables (fuels, lubricants, etc.), and informing the line manager of stock levels on a weekly basis, in order to ensure availability and rationale use as well as a continuous delivery service between the capital and the field
∎ 3. Repairs and maintenance
∎ Ensure facilities remain in good state (plumbing, lighting, roofing, furniture etc.).
∎ Ensure equipment remain in good state (power supply, cold chain, comms, computers etc.).
∎ Supervise technician, contracted labour whenever needed.
∎ Upon request assist project logs with technical issues (repairs, construction and watsan).
∎ 4. Security management
∎ Contribute on security management to ensure MSF properties is guarded at all times.
∎ Contribute on monthly guard schedule.
∎ 5. Reporting
∎ Reports to the Mission Technical referent, Logistics Coordinator.
∎ Monthly reporting as per MSF logistics standard.

Additional Requirements:
∎ Essential at least two years of working experience in logistics related activities
∎ Desirable previous experience with MSF or other NGOs, and working experience in developing countries

Salary:
∎ Salary according to level 8 of the internal MSF salary grid, (BDT 83580 - 100296 Gross) at step ‘0-10’.

Compensation & Other Benefits:
∎ Contract duration to be clearly indicated as standard with possibility of extension.
∎ Two annual leave days per month worked. Medical reimbursement for employee and direct dependents.
