Job Context:
∎ Based in Dhaka Field Office and Reports to the Field Manager
∎ The contract will be until 31 December 2020
∎ The Literacy Program Operations Officer manages the implementation of Room to Read`s Literacy program at the field level for a set of schools. The LPOO serves as the main point of contact for school leaders and coordinates the work of all RtR staff at schools in their jurisdiction. The LPOO reports to the Field Manager and manage a set of Literacy Coaches (LCs) and Library Management Facilitators (LMFs). The LPOO also works closely with the Literacy Program Officer (Technical), who provides technical assistance and oversight to LCs and LMFs and helps write their end-of-year performance reviews. This position is based in Dhaka.

Job Responsibilities:
∎ Manage the implementation of the Literacy program for a set of schools, ensuring timely, efficient, and well-coordinated completion of program activities;
∎ Foster strong relationships with schools, communities and partner NGOs;
∎ Serve as the main point of contact and problem-solver for school leaders should issues arise;
∎ Visit schools under their responsibility throughout the year as able;
∎ Ensure schools receive materials and furniture at the appropriate time;
∎ Organize all logistics for Literacy program training for Room to Read staff, teachers, and librarians;
∎ Coordinate with the Sr. Literacy Program Operations Officer to organize work and visit schedules with schools;
∎ Prepare cash advance, settlement, and reimbursement for program activities;
∎ Manage a set of Literacy Coaches and Library Management Facilitators;
∎ Participate in regular review meetings with the Field Manager and other colleagues to assess program quality and coordinate dotted line relationships;
∎ Participate in regular all-staff review meetings and any other activities which may be required to be undertaken to fulfill the objectives of the organization;
∎ Monitors and gathers information for reports on the status and progress of project sites;
∎ Participate in preparation of the annual plan and budget for the Literacy program;
∎ Participate in regular meetings with local government partners;
∎ Participate in donor site visits and provides information to donors about Room to Read's Literacy program as needed;
∎ Participate in site visits and meetings with international Room to Read staff as needed

Additional Requirements:
∎ A minimum 5 years of professional experience;
∎ At least a working knowledge and understanding of project management methodology and software;
∎ Strong planning, budgetary, supervising, and project implementation skills;
∎ Ability to travel regularly to project sites and Province or District offices throughout the Country;
∎ Strong English verbal and written communication skills;
∎ Experience working in community development projects in rural communities;
∎ Proven ability to work effectively with schools and communities;
∎ Good interpersonal skills and a team player
∎ Willingness & ability to visit program sites extensively;
∎ Skill & experience of working with e-communication & people with diverse culture;
∎ Strong communication skills in Bangla and English;
∎ Excellent computer operating skill,
∎ Ability to work under pressure,
∎ Comfortable in a performance-based organization working with low overhead budget;
∎ Proven track record of achieving results;
∎ Strong interpersonal and communication skills.
