Educational Requirements:
∎ Master's degree in Social science, Economic and any agricultural discipline with professional background in agriculture, food security, economic development, business management, marketing, and other relevant development fields.

Experience Requirements:
∎ At least 5 year(s)

Job Responsibilities:
∎ Lead technical and support team members in FSL program/project implementation in accordance with the standards and requirements of WV and the donors including financial and M & E functions, FSL program/project designs in line with international minimum standards and technical approaches/guidance articulated by sub-sectors and sectors.
∎ Represent WVB at the key sub-sector and sector coordination meetings, specifically, Cash Working Group, Food Security Sector/Livelihoods Working Group, and others that may arise, as appropriate and relevant to operations (ongoing and planned).
∎ Take overall lead in the coordination of field level activities by FSL team and farmer capacity building to improve production and productivity of selected enterprises of desired quality.
∎ Develop annual program/project implementation plans, update quarterly in collaboration with key departments and external stakeholders, and oversee implementation to high standards by scope and timelines.
∎ Guide project managers to mobilize field level staff to carry out the project activities for the targeted groups and to build their (managers) capacity through mentoring and coaching.
∎ Support response strategy development and revision, as timelines arise. Lead design and development of -other related strategies, based on need and in line with broader inter-agency, humanitarian responses.
∎ Represent WVB at key sub-sector and sector coordination meetings, specifically, Food Security Sector/Livelihoods and Transfer Working Groups, and others that may arise, as appropriate and relevant to operations (ongoing and planned).
∎ Contributes to the food security and livelihood sector programing;
∎ Leads development of FSL sector strategies and approaches;
∎ Ensure all program designs are based on needs assessment findings (primary & secondary data) and analysis targeting the most vulnerable/chronically vulnerable and are operationally viable;
∎ Program - Lead designing the FSL programs/projects/initiatives, in line with international minimum standards and technical approaches/guidance articulated by sub-sectors and sectors.
∎ Program - Working with Program Officer and Program Management, support to develop timely and concise concept notes/proposals, thus attaining the WV program objectives with Rohingya refugees and host communities in Cox's Bazar and assuring management of FSL program/projects from the view point of technical assessments, implementation, technical monitoring, evaluation, documentation as well as reporting and accountability.
∎ M&E - Support M&E and guide FSL sectoral staff to ensure collection of data for reporting, monitoring, analysis, etc. and meeting sub-sector, sector, and donor needs. The data collected should adhere to international minimum standards, help to inform quality of ongoing interventions, and inform design of future interventions.

Additional Requirements:
∎ Understand poverty issues, development theories and holistic development
∎ Strong understanding of current developments, research and trends in the field of market development and Ultra-Poor Graduation model.
∎ Knowledge of agriculture, food security and economic development and poverty dynamics, poverty reduction issues and practices
∎ Skills to develop capacity building tools and knowledge on entrepreneurship development
∎ Knowledge on programming resources and tools for the economic development program
∎ Good time management and organizing skills
∎ Proven experience as a team player
∎ Demonstrated collaboration skills
∎ Excellent Computer skills in MS office, SPSS, Epi info, NViVO and other statistical packages
∎ Project PRO License
∎ Minimum of 5 years' experience in Livelihood related work
∎ The position requires field visits up to 20% to 30% and ability and willingness to travel response
∎ office up to 10% to 20% of the time.
∎ The position requires the holder to be able to work effectively and efficiently unsupervised and plan and manage time effectively.
