Job Context:
∎ ACDI/VOCA is currently looking for Knowledge Management Specialist, based in Dhaka Office, for the USAID-funded Feed the Future Bangladesh Rice and Diversified Crops (RDC) Activity. The activity is a five-year primary mechanism to support productivity and market systems development under USAID/Bangladesh`s FTF strategy, with the objective of improved food security through systemic changes that increase rural incomes and - via increased incomes, including women`s income, and incentivized crop diversification - to improved nutrition. USAID/Bangladesh`s new Rice and Diversified Crops (RDC) activity will foster growth and reduce poverty through improving the competitiveness, inclusiveness, and resilience of rice and other selected crops in the FTF Zone of Influence (ZOI) to the benefit of large numbers of men and women and their families in rural households, farms, and market systems
∎ The Knowledge Management Specialist will be responsible for developing systems for collecting, generating, and sharing learning and knowledge products around RDC`s Theory of Change and Result Frameworks and related interventions. She/he will prepare analytical summaries incorporating quantitative and qualitative data such as market information, market actor perceptions, and evidence of impact of RDC interventions that support adaptive management. S/he will also play a vital role to facilitate proper learning through documentation of project interventions, strategy reviews, and performance assessments. The position will assist program and MEL teams to utilize RDC learning for more evidenced based decision making at different levels of project management. S/he will facilitate progress review meetings and support intervention specific impact assessments to collect rapid feedback from RDC interventions.

Job Responsibilities:
∎ Develop system for learning and knowledge management aligning with RDC results framework and theories of change (25%):
∎ Develop protocol for knowledge management and ensure proper implementation and dissemination
∎ Design the process of learning documentation through research at different stage of project management cycle considering the ToC, which will contribute in ToC validation process
∎ Collects lessons learned, like; good practice documentation, success story, process documentation etc. in relation with the systemic change; through collaboration with program team, MEL and market actors
∎ Provide support to MEL team to gather appropriate learning and best practice experiences relevant to the systemic change contexts.
∎ Mobilize the adaptation of internal learning through adaptive management process.
∎ Contribute in compilation of intervention level progress review including learning (20%):
∎ After intervention finalization s/he will assist in development of intervention results chain, intervention measurement plan along with program team.
∎ Facilitate proper documentation process of learning compilation including intervention progress as per intervention measurement plan
∎ Compilation of field observations and share with respective intervention or sector representative
∎ Compilation of intervention specific submitted progress report, which will need to align with MIS
∎ Facilitate the intervention and sector review process, where will be used learning compilation information and qualitative progress.
∎ Produce knowledge management product incorporating evidence-based learning (20%):
∎ Efforts in preparing high-quality knowledge products (Flyer, innovation brief, case studies, success stories, blog, etc..) on MEL and program learning, lessons learned, and best practices for sharing with internal and external stakeholders.
∎ Data Synthesize and developing infographics in digital platform for impact visualization, and learning sharing
∎ Assist in developing intervention plan and results chains aligning with RDC results framework and theories of change (10%):
∎ Assist in developing intervention specific measurement plan including results chain development, SNA data collection and mapping.
∎ Assist in implementation of intervention level performance measurement and conduct gap analyses of workflow procedures for intervention plan; suggest feedback for further enhancement of intervention planning.
∎ Assist in data analysis and reporting (10%):
∎ Provide support to and monitor data collection and record keeping systems, MIS data follows and data transition for preparing summary against performance reporting;
∎ Assist in data analysis and preparation of quarterly Progress Reports and Annual Results Reports that are submitted to the donor;
∎ Assist in preparing quality documentation and reports by analyzing and summarizing information and trends, and ensure that all donor-required, and HQ-requested, reports are completed and submitted on time.
∎ Collaboration, Learning, and Adaptation (CLA) (10%):
∎ Play assisting and coordination role to functionalize effectively the CLA plan in RDC
∎ Engage collaboratively with the team, actively sharing information and learning to enable the team to ensure effective learning culture across the organization.
∎ Capacity Building of project and partners' staffs (5%):
∎ Build capacity of staff and actors on require MEL tools and analysis, data management, data analysis, basic surveying and sampling techniques, ensuring data quality, data analysis and reporting requirements for ACDI/VOCA and other relevant donors
∎ Maintain and improve program and service quality by examining compliance with required operating procedures, by monitoring the implementation of programs and services, and proposing solutions; and by collaborating with other members of management and staff to develop new programs and services, as well as new quality procedures, as required.
∎ Support in different activities as requirements.

Additional Requirements:
∎ Demonstrated ability in managing quantitative and qualitative research, and surveys by external teams to ensure organizational outcomes are achieved.
∎ Have strong track records in producing quality research reports, learning and best practice documents, systemic change stories, and other MEL documents.
∎ Demonstrated experience in statistical analysis, analytical infographics, GIS mapping including standard Microsoft packages (Access, Excel, Word, PowerPoint).
∎ Excellent interpersonal and communication skills both verbal and written, strong negotiation, diplomacy and teamwork skills.
∎ Fluency in English and Bangla required.
∎ Established track record of achieving results within difficult working environments in required.
∎ Excellent interpersonal and problem-solving skills.
∎ Ability to work effectively in a team and/or independently under stress/pressure.
∎ Minimum of 5 years of working experience in Research, Learning and Knowledge Management for adaptive management especially in market system development programs.
∎ Experience with USAID-funded market system or food security program, MEL procedures, and reporting system is preferable.
∎ Equivalent combination of education and experience.
