∎ Project title: Transboundary Rivers of South Asia Phase-2 (TROSA2): Rivers, Rights and Resilience (T2:3R)
∎ Task: Conduct primary data collection in a rapid qualitative scoping study on gender equality and social inclusion (GESI) in fisheries governance in two selected districts of Bangladesh and co-author related research outputs.
∎ The following terms of reference (ToR) list the tasks required of a Junior Consultant (GESI qualitative scoping study) under the project Transboundary Rivers of South Asia (TROSA) Phase-2: Rivers, Rights and Resilience (T2:3R).
∎ The overall goal of TROSA2 is ‘Improved cooperation in governing shared water resources and strengthening resilience to climate change of riparian communities in the transboundary Ganges-Brahmaputra-Meghna River basins’. In the second phase of TROSA, the Stockholm Environment Institute (SEI) is one of the new partners in the Oxfam-led consortium and is contributing through co-producing knowledge to better inform stakeholders in the basins on the state of resources and provide tools and pathways that foster resilience and sustain the rivers and its people. SEI will bring its knowledge, tools and experiences to better inform the state of knowledge on climate change and inform decision-making across local, national and regional scales for better adapting to the changing climate.
∎ SEI’s focus is on strengthening local and riparian communities in being able to make informed decisions and engage in sustainable livelihoods while at the same time building on the efforts to foster cooperation regionally and at higher levels of governance. SEI further narrows down to sub-basins, in consultation with Oxfam and basin consortium partners, to develop tools and pilot work on inclusive, participatory water resources planning across local and transboundary scales to help in better planning and management of shared water resources. Specifically related to this consultancy, SEI works closely with Oxfam and other consortium partners to strengthen gender equality and social inclusion to contribute to improved results for the governance of shared resources across the Brahmaputra and Meghna basins in Bangladesh. This is through conducting a qualitative GESI scoping study to inform the development of a GESI module to be piloted in TROSA2. SEI’s interventions on GESI build upon the remarkable work conducted by Oxfam Bangladesh in TROSA1. The GESI study will be a comprehensive examination of various intersecting challenges faced by women, spanning from their involvement in the fisheries sector to pre- and post-harvesting stages.

∎ Within the Program, this study contributes specifically to Outcome 3: Strengthened leadership of civil society, especially women, Indigenous people, and youth to influence governments and the private sector on water governance across and between the transboundary GBM basins.
