Responsibilities & Context:
∎ Identify, evaluate, and select local and international suppliers for IT hardware (e.g., servers, routers, switches, optical equipment, data center components), software licenses, cloud services, and professional IT services.·
∎ Develop and maintain strong, long-term relationships with key vendors, ensuring competitive pricing, high-quality products/services, and reliable delivery.·
∎ Lead the entire RFx (RFI, RFQ, RFP) process, from drafting requirements to evaluating proposals and recommending optimal solutions.·
∎ Conduct thorough market research and stay informed about emerging technologies, industry trends, and supplier capabilities in the ISP and IIG sectors.·
∎ Assess vendor performance against KPIs, SLAs, and contractual obligations, initiating corrective actions where necessary.National ISP & IIG Product Procurement:·
∎ Manage the procurement of all necessary equipment and software for the national ISP network, including core routing, access networks, subscriber management systems, and cybersecurity solutions.·
∎ Oversee the acquisition of hardware and services critical for the International Internet Gateway (IIG) operations, such as high-capacity routers, peering connections, and international internet bandwidth.·
∎ Collaborate closely with network engineering, operations, and technical teams to understand their requirements and translate them into effective procurement strategies.International Services Procurement:·
∎ Spearhead the procurement of international internet bandwidth, IP Transit, IPLC/IEPL (International Private Leased Circuit/Ethernet Private Leased Circuit), and other international connectivity services from global carriers and providers.·
∎ Negotiate complex international contracts, including service level agreements (SLAs), terms and conditions, and pricing structures, ensuring favorable terms for the organization.·
∎ Ensure compliance with international trade regulations, import/export laws, and local regulatory requirements for all international purchases.·
∎ Manage the logistics and delivery of international IT products, including customs clearance and transportation.Contract Management & Negotiation:·
∎ Negotiate, review, and manage contracts, purchase orders, and service agreements with IT vendors, ensuring legal compliance and risk mitigation.·
∎ Identify cost-saving opportunities and implement procurement strategies to optimize spend across all IT categories.·
∎ Manage contract renewals, amendments, and terminations in a timely and efficient manner.Financial Management & Reporting:·
∎ Prepare and manage procurement budgets for IT hardware, software, and services.·
∎ Conduct cost analysis, TCO (Total Cost of Ownership) evaluations, and ROI assessments for major IT investments.·
∎ Track and report on key procurement metrics, including spend analysis, cost savings achieved, vendor performance, and budget adherence.·
∎ Ensure accurate record-keeping of all procurement activities, contracts, and vendor communications.Process Improvement & Compliance:·
∎ Develop and implement efficient IT procurement policies, procedures, and best practices.·

∎ Position Overview:
∎ Stardust Telecom Ltd. is seeking an IT Procurement- Lead will be crucial in acquiring essential IT hardware, software, and international connectivity services for our national ISP and IIG operations. This role involves end-to-end procurement, from strategic sourcing and vendor negotiation to ensuring cost-effective and timely delivery of all necessary components for our network infrastructure and international services.
∎ Key Accountabilities & Activities
