Educational Requirements:
∎ Masters'/ MSc. degree in relevant field (e.g., CSE, CIS, EEE, InfoTech, MIST, AAS in IT and relevant). Working knowledge of the updated programming languages in JavaScript / Scala, Python, C#/C++ or Ruby for organization's website development and maintenance of WordPress sites. Knowledge of H5P, SQL and web editing tools will be preferred. Certification on network administration. Knowledge of latest Information and Communication Technologies and different Apps.

∎ The Bangladesh and South Asia Regional Office of ARTICLE 19 is situated in Dhaka, Bangladesh. Its International Office is located in London.
∎ Information Technology Officer will perform a critical role in supporting and managing the organization`s IT and digital systems, equipment and providing support services. The IT Officer will be responsible for supporting all aspects of the Information Communication Technology (ICT) systems and services. Additionally, the role includes responsibility for ensuring the security and integrity of computer operations and systems development following the organization`s strategic plan & IT plan. The IT Officer will be responsible for effective IT service management, monitoring and maintaining Information Technology infrastructure standards. ∎ Job Location: Dhaka, Bangladesh with field visits.

Job Responsibilities:
∎ IT Management
∎ Implement, support, maintain and monitor A19's IT infrastructure for a range of appropriate, efficient and affordable IT services to enable staff to have access to meet objectives, work needs, strategy, and to enable target audience to access appropriate information on A19's activities.
∎ Ensure effective IT service management, monitoring and maintaining Information Technology infrastructure standard.
∎ Ensure that the A19 Bangladesh and South Asia's IT hardware, software, networks and systems are developed and managed in a professional manner.
∎ Ensure availability of Local Area Network (LAN) and Internet connectivity.
∎ Performance monitoring of the network and alerting of problems.
∎ Ensure systems are secured from external threats like hacking/virus attacks, including regular checks.
∎ Ensure restricted access to server room and physical security of IT equipment.
∎ Ensure Data Protection audit and compliance.
∎ Ensure installation of standard and approved software.
∎ Technical support to IT users on standard software and hardware.
∎ Provide necessary solutions to relevant teams if any major technical problems/issues escalated and follow up.
∎ IT Inventory Control.
∎ Conduct quarterly IT Asset reconciliation, monitoring unauthorized software installation.
∎ Maintenance and management of the IT infrastructure.
∎ Planning and ensuring preventive maintenance procedures are carried out.
∎ Develop the information security policies for A19 Bangladesh and South Asia.
∎ Raise incident / blow whistle when observes any non-compliance to information security policies.
∎ Ensure quarterly review of user access management in IT Systems
∎ Database Administration
∎ Review and maintain efficient and effective database backup procedures to enable the provision of successful and accurate backups so that any data can be restored quickly and efficiently.
∎ Maintain adequate security of data by implementing and monitoring appropriate security policies and procedures.
∎ Provide an elevated level of user support through the provision of the incident and problem management so that staff can make effective use of systems and equipment.
∎ Ensure system and data security maintained at a high standard, ensuring the integrity of ARTICLE 19 is not compromised.
∎ Maintain and update A19 Bangladesh websites, develop and maintain a joint web portal to be planned and designed by Asia Foundation and ARTICLE 19
∎ Incident Response Management
∎ Troubleshoot and resolve technical issues as required.
∎ Log all incidents and service requests in ARTICLE 19's designated Helpdesk system.
∎ Manage Helpdesk tickets, planning and prioritizing systematically to minimize backlog and ensure operational efficiency.
∎ Manage virtual meeting, webinars, any online meeting and troubleshoot ongoing issues during online meetings instantly.
∎ Additional Support
∎ Provide necessary technical advice and assistance to the staff.
∎ Provide necessary technical support to the Communication Officer on organizing various Webinars.
∎ Assist with website design and regular update with ongoing project activities.
∎ Provide technical support in developing EOI/ToR for tech-enabled services.
∎ Demonstrate commitment to and promotion of a culture of service excellence and continual improvement within the IT team.
∎ Provide basic training to employees while introducing new software.
∎ Providing supports to the colleagues with IT related difficulties through coaching, mentoring and training.
∎ Relevant tasks assigned by the Line Manager on need basis.
∎ Finance and Administration Support
∎ Constant follow up on the activity timeline to ensure IT related expenditure is on track and identify capacity gap to ensure necessary support rapidly.
∎ Provide relevant documentation and summary reports of the related activities timely.

Additional Requirements:
∎ At least 5 years working experience in relevant field. Experience of working with the following: Microsoft SharePoint, Microsoft Exchange Server, Microsoft SQL Server, Active Directory. Experience and understanding of internet technologies, with the ability to develop expertise in this area and communicate technical concepts to non-technical audiences. Technical support skills related to day-to-day network administration and support, including resolution of network user problems. Salary:
∎ Salary and benefits shall be fixed within the existing ARTICLE 19`s pay scale and in line with Service Rules.
