Job Context:
∎ Project: SeaSafe and Enhancing adolescents` and youths` role in community drowning prevention initiatives in Cox`s Bazar.
∎ BACKGROUND/PURPOSE OF THE ROLE
∎ Drowning is a leading cause of death worldwide. It`s a serious, neglected public health threat, claiming the lives of 320,000 people every year.
∎ More than 90% of drowning occurs in low- and middle-income countries, where people have higher exposure to the risks associated with open water as they go about their daily lives: collecting water, bathing, fishing and playing.
∎ In Bangladesh, drowning is the leading cause of death for children aged 1-17, with 18,000 young lives lost needlessly every year. Drowning deaths mostly occur in rural areas, away from hospitals and out of the sight of policy makers. Evidence shows that a range of interventions are effective at preventing drowning, including the strategic use of barriers to control access to water, provision of safe places such as day care centres for pre-school children, teaching school-age children basic swimming skills and providing lifeguard service on the beaches.
∎ SeaSafe project is a groundbreaking initiative that aims to reduce drowning at the beaches and also in the Cox`s Bazar district through various evidence-based interventions. The outcome this project is seeking to build community resilience to drowning will be increased in Cox`s Bazar district.
∎ THE ROLE
∎ CIPRB is seeking an experienced Intervention Manager to oversee the delivery of the second phase of the SeaSafe Project (January to December 2021). In addition, the Intervention Manager will manage the transition from SeaSafe into the new FCDO funded project over the course of 2021. The Intervention Manager will be responsible for directly managing a small team of drowning prevention intervention specialists, as well as working closely with other teams to ensure that sufficient support is provided in areas such as monitoring, evaluation and learning, finance, communications and safeguarding. Intervention Manager will be reportable to the Project Director.
∎ Manage the overall delivery of the Project interventions, ensuring activities are delivered to time, budget, and quality (in accordance with project logframe)
∎ Prepare and actively use project work plans to track progress against milestones
∎ Follow up project progress through analysing monitoring and evaluation data and observations from field visits
∎ Ensure that project and activity level risks, issues and challenges are escalated through appropriate reporting channels
∎ Produce quarterly and annual reports in accordance with donor requirements
∎ Provide technical and managerial support to the project team
∎ Provide functional and line management support for the Field Team Manager, Survival Swimming Specialist and First Response Trainer
∎ Work with HR & Admin team to support the recruitment of project staff
∎ Facilitating the process of updating all Standard Operating Procedures (SOPs)
∎ Provide technical support to other implementing organisations if necessary
∎ Work with the Policy and Partnerships Team to support stakeholder engagement with both government and non-government organisations
∎ Work closely with the communications team to develop internal and externally facing materials, such as fact sheets, newsletters, social media posts, annual reports etc.
∎ Work with technical intervention specialists (lifeguard, SwimSafe and first response) to ensure continuous improvement and effective implementation of the interventions
∎ Work with the Finance & Admin Team to produce regular budget reports and re-forecasts as required by CIPRB and other project partners/donors
∎ Develop and maintain strong working relationships with project partners, donors and other key stakeholders
∎ Support and implement any other activities as assigned by the Project Director, and other higher management in consultation with the Project Director.

Additional Requirements:
∎ 8 years' experience in project management and implementation within the development and/or health sector, preferably within rural settings in Bangladesh
∎ Experience of working with or managing an emergency response team (e.g. lifeguards, first responders etc.)
∎ Experience of working with a range of external stakeholders (government and non-government)
∎ Highly proficient in English and Bangla (spoken and written)
∎ Proven leadership experience
∎ Previous track record of implementing community-based interventions
∎ Track record of supervisory role and people management
∎ Experience of using evaluation findings and lessons learnt to improve the delivery of interventions
∎ Proficient in computer skills, including use of email, internet, Microsoft Office programs: Outlook, Word, Excel, and PowerPoint
∎ Experience of managing a diverse and geographically spread team
∎ Experience of working at grassroots level would be an added advantage
∎ Can demonstrate a good knowledge of the epidemiology of drowning in Bangladesh, especially at coastal areas (e.g. Cox's Bazar, Chattogram and Barishal etc.)
∎ In-depth knowledge and understanding of the systems and processes required to set up and manage the delivery of lifeguard services in LMIC's
∎ Ability to produce good quality reports with an understanding of bilateral and multilateral donor reporting requirements
∎ Excellent interpersonal communication skill
∎ Knowledge on safeguarding of children and vulnerable adults
Salary:
∎ BDT 90,018/- per month
