At least 7 years’ experience including 3 years’ experience in project management, Experience on implementation of humanitarian response and recovery project including gender justice and social inclusion component specifically at Rohingya camps in Cox’s Bazar.

Skills

Humanitarian response operation, skills on linking and representing in different coordination platforms, Excilient team building, sound knowledge on financial management, capture learning and report writing, excellent knowledge on MEAL, skills on conflict resolution and negotiation and visibility, knowledge on gender justice and social equity.

Project Background:

Uttaran is a national development organization working in the coastal region of Bangladesh since 1985 to uphold rights and entitlements and to improve the socio-economic condition of the poor and disadvantaged. Uttaran facilitates in getting access to and control over resources by the poor and disadvantaged to improve agricultural productivity and economic empowerment.

Uttaran with the assistance of Helvetas Swiss Intercooperation is implementing Nari Shakti Samaz Shakti (NSSS) project. The objective of the project is to establish a gender-transformative enabling environment that empowers women and marginalized groups to foster safer, inclusive, and resilient communities in the vulnerable contexts of Cox’s Bazar. The project focuses on protecting women and girls aged 10–35 in both host and refugee communities by enhancing resilience, reducing disaster vulnerabilities and creating alternative livelihood opportunities. This project has been implementing in 4 camps of Ukhyia upazila and 1 camp of Teknaf upazila.

Section -A :

Project Management(60%)

 Overall project management; project planning, leading the overall implementation, coordination, and monitoring of the NSSS project in collaboration with Helvetas .

 Coordination for project implementation & Quality Assurance :

• Monitor and ensure quality implementation of NSSS project at camps

• Develop annual operational plan, regular progress tracking and update.

• Conduct regular visits to camps, collect feedback, and provide guidance and recommendations to the filed team

• Support team in aligning camp activities with sector standards, donor requirements, and organizational commitments and compliances.

• Identify and report gaps, risks, and challenges to Helvetas

Financial Management:

• Planning, controlling and managing budget.

• Ensure compliance issues to organization, donor and government

• Approval/Recommendation of financial activities

• Ensure satisfactory level of burn rate following appropriate use of budget in the respective budget lines and maintain quality assurancein in financial activities

• Regular monitoring and tracking of budget lines and timely submission of financial reports to Helvetas.

Stakeholder Engagement, Representation and Networking:

• Maintain and strengthen relationships with CiC offices, RRRC, like-minded organizations and other relevant humanitarian coordination bodies in Rohingya camps.

• Represent the organization in coordination meetings, cluster discussions, and working groups with adequate visibility of Helvetas for this project.

• Support donor field visits and communication requests.

Reporting, Learning & Compliance:

• Update Helvetas on project progress through weekly brefing and period reporting.

• Prepare event, monthly, half-yearly and yearly reports, briefs, and updates on humanitarian interventions in Camps.

• Document good practices, lessons learned, and success stories through appropriate engagement of Technical/MEAL officer.

• Sharing best practices and lessons of the project with external stakeholders in coordination and consensus with Helvetas.

• Ensure compliance with organizational policies, humanitarian principles, and donor requirements.

• Any other additional and relevant assignments and tasks requested by the line manager.

Team Management:

• Coordinate and manage project staff, ensuring capacity building, mentoring, and performance monitoring.

• Ensure gender-sensitive and socially inclusive work environment.

• Ensure effective Support to the Technical officer responsible for economic empowerment and gnder justice & social protection activities.

Section-B : Leading implementation of DRR and Climate change component(40%)

 Directly lead the DRR and climate Change conpinent – support to develop community based DRR plans, closely work with local disaster management committee and other relevant stakeholders. . Ensure that the interventions are gender responsive.

 Lead for capacity buildng project staff, and local stakeholders on disaster preparedness, climate-smart technologies, and risk reduction tools.

 Provide technical guidance on integrating DRR and climate resilience into project interventions

that align with national policies and international frameworks (e.g., Sendai Framework)

 Organize awareness and capacity-building sessions on disaster preparedness, climate resilience, and risk mitigation.

 Promote integration of gender responsive DRR strategies into livelihoods and enterprise development.

 Develop/Contextualize and contribute for different training materials, hand out, modules, guideline etc. according to requirement.

 Work close collaboration with GJSI focal to integrate Gender and social inclusion aspect in the DRR intervention and document for the relevant usage

 Lead the development and maintenance of community-based or school-based early warning systems.

 Document best practices, lessons learned, and case studies to promote evidence-based advocacy.

 Prepare report related DRR and Climate change component.
