At least 4 years experience including 3 years experience on implementation of humanitarian response and recovery project in the thematic areas of livelihhods, and gender justice and socilal inclusion specifically at Rohingya camps in Cox’s Bazar.

Skills:

This position combines technical skills on gender, lovelihoods and humanitarian response operation. Huamnitarain response operation, skills on linking and representing in different coordination platforms, sound knowledge and skills on livelihoods, and gender justice and social inclusion in humanitarian settings/context. Have report writing skills including knowledge on MEAL, skills on conflict resolution and negosiation and visibility.

Project Background:

Uttaran is a national development organization working in the coastal region of Bangladesh since 1985 to uphold rights and entitlements and to improve the socio-economic condition of the poor and disadvantaged. Uttaran facilitates in getting access to and control over resources by the poor and disadvantaged to improve agricultural productivity and economic empowerment.

Uttaran with the assistance of Helvetas Swiss Intercooperation is implementing Nari Shakti Samaz Shakti (NSSS) project. The objective of the project is to establish a gender-transformative enabling environment that empowers women and marginalized groups to foster safer, inclusive, and resilient communities in the vulnerable contexts of Cox’s Bazar. The project focuses on protecting women and girls aged 10–35 in both host and refugee communities by enhancing resilience, reducing disaster vulnerabilities and creating alternative livelihood opportunities. This project has been implementing in 4 camps of Ukhyia upazila and 1 camp of Teknaf upazila.

A. Work Area: Economic empowerment of exposed women in Camp (50%)

Under this component, the Technical Officer is responsible for implementation of economic empowerment interventions including skill development for youn women in age group 18-35 years in camps settings. S/he should understand and learn the working context in camp, and gender roles and social intersectional factors and support project to adapt implementation of project. The specific roles and responsibilities under this component are as follows but not exclusive:

• Selection of the most appropriate target women entrepreneurs from the age 18-35 in selected Camps and arrange participatory consultation with selected women to identify the most relevant, suitable business (economic activity) option where they would like to take a lead based on their capacity, appetite, risks, opportunities, and aspirations through engagement of LSP/volunteer in camps.

• Design/adaptation training modudes on entrepreneurship, business planning, business development, financial management and technical topics and capacity building of LSP/volunteer in camps settings.

• Provide tailor-made appropriate entrepreneurial and skill training and mentoring support to individual women entrepreneurs through engagement of LSP/Volunteers.

• Mentor, guide, and support target women through LSP/Volunteers to implement their income generating activities and establishing market extension.

• Build capacity and strengthen community networks for women to lead the maintenance of safe space, and proper utilization of safe space for market lead economic activities and linkage with market.

• Facilitate to establish and mainInclude mechanisms for tracking and addressing gendered barriers in economic activities and market linkage.

B. Gender Justice and Social Inclusion (50%)

Under this component, the Technical Officer is responsible to facilitate a process which positively transformed social norms and attitudes towards women and girls of the target camps, reduced conflicts and improved social cohesion. More specifically, the facilitationinclude promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. S/he will facilitate to ensure alignment with gender equality, inclusion, and safeguarding principles in all project activities and collect community feedback systematically and share back to the team and discuss in the monthly meeting for update and project decision-making. The specific roles and responsibilities under this component are as follows but not exclusive:

• Organise women (change champions/active citizens) under the umbrella of group and build their organisational and leadership capacity

• Conduct PEPA (Political Economy and Power Analysis) to understand existing gender barriers including identification of harmful social norms, community barriers, and opportunities through participatory methods and support women groups to develop their strategies and periodic action plan for reducing social conflict and improve cohesion

• Facilitate to adapt man engagement strategies and encourage joint initiatives with community leaders, community men, youth groups, and local authorities to promote ender justice and social cohesion.

• Facilitate mapping of existing services on reduction of early marriage and GBV, facilitate/engage local institutions (available in Camps) to deliver gender-sensitive services and promote linkage of referral services by engaging women leaders, girls and youth.

• Facilitate to establish local mentorship programs in camp where empowered women mentor younger generations (boys and girls), leading to break the harmful gender bias and contribute to sustaining transformative change

• Facilitate to organise women-led community dialogues, advocacy campaigns and observance of national/international days including 16 Days of Activism.

General roles and responsibilities:

• Ensure documentation of best practices, lessons learned, and case studies to support knowledge sharing and learning and collect good quality pictures and case stories for documentation.

• Collaborate closely with program, communications, and finance teams to ensure data-informed decision-making and compliance.

• Assist the supervisor in preparing quarterly, half-yearly, and annual reports as per the project design
