Master’s degree in anthropology, urban and rural planning, statistics, agriculture, food & nutrition, public health, Development studies, DRR, economics, social sciences, or related field.Experience: Previous minimum five (5) years of experience in monitoring and evaluation, ideally in an NGO setting.

Job Context

Mukti Foundation, an NGO, is inviting applications from qualified candidates for the position of Monitoring and Evaluation (M&E) Officer for “Strengthening resilience and improving living conditions of vulnerable communities in Kurigram and Satkhira, Bangladesh” project which has been implementing in the Southern parts (Tala Upazila, Satkhira) of Bangladesh which is being funded by BMZ-PT, ADH and Malteser International, Germany.
The duration of the project is from 1st February 2026 to 31st December, 2029.

Purpose of the Position:

The M&E (Monitoring and Evaluation) Officer will be responsible for designing, implementing and managing systems to track project progress, collecting quality field data, and ensure accountability to stakeholders. He/She will support data analysis, reporting, and learning initiatives to improve program quality and impact. The M&E Officer will have to work with a project whose thematic areas are Health, WASH, Food Security and Nutrition, Livelihood, Agriculture and DRR. Therefore, the thematic issues mentioned are needed to measure progress against key performance indicators (KPIs).

Key General Responsibilities & Duties

  • Monitoring & Evaluation: Design, implement, and maintain M&E plans and tools (logical frameworks, checklists, trackers).

  • Data Collection & Analysis: Conduct field-based data collection, ensuring data quality, and conducting quantitative/qualitative analysis.

  • Accountability: Manage beneficiary feedback and complaint response mechanisms (CFRM).

  • Reporting & Learning: Produce timely, accurate progress reports for internal and donor use, and facilitate lessons-learned sessions.

  • Learning: Share learning and provide constructive comments to colleagues in order to ensure program quality.

  • Capacity Building: Provide technical support and training to the project staff on M&E processes. Build capacity of staff through training to ensure adoption of new data monitoring tools and quality of data collected.

  • Coordination: Liaise with program teams and external stakeholders to share data and findings. 

Responsibilities on M&E Tool Development and Data Management

  • Develop and implement a robust monitoring and evaluation system that will ensure tracking of project/ program results at different levels (outputs, outcomes, and impact).

  • Develop/adopt an integrated database of the project and ensure accountability through regular data updates and data integrity.

  • Work with project personnel, especially with field facilitators, project coordinators and even with MF director to ensure the collection of relevant and appropriate data needed for an effective M&E system which will be utilized in monitoring strengths, weaknesses and gaps in running and existing project and services and for reporting on donor commitments.

  • Review existing data collection tools for running the project.

Monitoring and Reporting

  • Maintain and update the overall indicator results frameworks for the Malteser International (MI) supported projects and programs.

  • Develop Monitoring & Evaluation (M&E) plans for the project and proposals and ensure the same is followed up during implementation.

  • Ensure all grants have updated work-plan and performance management plan (PMP) in cycle with all approved proposals, regularly reviewing and updating as needed.

  • Carry out regular data quality assessments/audits for M&E data based on agreed indicators to guide decision making.

  • Provide alert to the respective field staff on corrective actions required to avoid delays in implementation, including flagging operational issues and risks requiring timely actions.

  • Review monthly progress reports of the project and ensure evidence to back-up and provide feedback to the respective staff.

  • Collect/prepare the periodical reports related to internal reporting such as the quarterly and annual reports.

  • Ensure that cross-cutting issues such as participation, gender, age and disability are effectively addressed/ mainstreamed aligning with the project/program implementations as part of ensuring accountability according to organizational (Sex, Age, Disability Disaggregated Data) framework.

Assessments, Surveys, research and Evaluation

  • Adhere to accountability requirements by initiating baseline surveys for the project to meet and ensure the MF and the donor MI standards.

  • Ensure that MF learns from final evaluations of completed project for decision making and improvement of project designs.

  • Lead and/or coordinate with MF and MI for assessments, evaluations, research, and performance evaluation tasks including planning and reporting on the same.

  • Assist in the development of Terms of Reference (TOR) for external surveys and consultant recruitment and selection.

  • Coordinate the review of all survey reports prepared to ensure quality and accurate reporting.
