Educational Requirements:
∎ At least a bachelor's degree, in Human Resource Management; Preferably a Masters's degree in the same field from any reputed university.
∎ Any HR-related training and/or certification/Post-Graduate Diploma will be considered as an added advantage.

Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors in order to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, Sitakindu, and Cox`s Bazar district through 4 project offices (Kurigram, Sitakundu, Ukhiya, and Teknaf) and 2 coordination offices( Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education and Atlas Logistic
∎ Number of staffs: Around 292 National staff and 08 international staff
∎ HI is currently looking for an HR Officer- Recruitment & Development. The HR Officer- Recruitment and Development implements sourcing, recruitment, and mobility activities for national staff members in his/her geographical area. In his/her geographical area, s/he ensures that recruitment and mobility are consistent with HI`s HR policies and frameworks and with local law and practices. S/he advises managers in his/her geographical area on the policies, procedures, and tools to be rolled out in these fields. S/he represents the organization externally to reach out to future team members, and to this end ensures some employer visibility via the communication channels used.
∎ He/ She will also support Programme training and skills-development activities in his/her geographical area. In his/her geographical area, s/he ensures that the Programme’s skills development is consistent with HI`s HR policies and frameworks and with local law and practices and assists managers with their implementation.

∎ Type of Contract: Fixed-term
∎ Duration of the Contract: From as early as possible to 31 December 2022 with the possibility of extension.

Job Responsibilities:
∎ Mission 1: Implements the recruitment process for national positions in his/her geographical area; supports the manager at every stage.
∎ Work with the Sr. HR Officer-Recruitment to develop job descriptions and announcements.
∎ Support on recruitment and selection process of different recruitment within HI Bangladesh by ensuring application of HR standards and procedures during the process
∎ Support Sr. HR Officer-Recruitment for the job offer process, negotiating compensation package including salary, start date and allowances, prepare contract and job offer letter.
∎ With his/her HR manager establishes the salary level of the candidate for the job in compliance with the current pay policy and communicates an employment offer to the candidate.
∎ Assists managers on how to apply the recruitment and mobility processes and ensures the process' quality and compliance with HI policies, particularly in emergencies
∎ Is responsible to support the HR part of the recruitment process in compliance with HI’s policies
∎ Establishes and coordinates a local pool of candidates and profiles, and updates it regularly, with particular regard to rare profiles, as well as a local “emergency HR” pool.
∎ Support the HR manager to help to identify training needs, and to draft and monitor the training plan.
∎ Mission 2 Manages training and skills-development actions
∎ Support the HR manager in the identification of skills-development needs and training in conjunction with the STRATOP.
∎ Using the training plan as a basis, support the HR manager to coordinate the overall training and skills-development provision: available courses, types of support (mentoring, coaching, team learning, training, etc.), and training schedules, and ensures their in-house dissemination. Monitors the roll-out of the training plan.
∎ Assists managers on how to apply the skills-development processes and the performance-management processes; in particular, assists with the section of the annual review dealing with the identification of skills-development needs.
∎ Ensures the monitoring and tracing of the decisions taken concerning skills development following the annual employee reviews or professional interviews.
∎ Carries out and monitors inscriptions to training courses (agreement, confirmation, payment, travel, accommodation, etc.)
∎ Supports face-to-face training course logistics.
∎ Ensures a link with external service providers: educational content, buying the training, negotiation, and external representation.
∎ Mission 3: Ensures the administrative, financial, and logistical management of skills-development actions
∎ Carries out and monitors inscriptions to training courses (agreement, confirmation, payment, travel, accommodation, etc.)
∎ Supports face-to-face training course logistics
∎ Ensures a link with external service providers: buying the training, negotiation, and external representation.
∎ Mission 4: Emergency preparedness and response
∎ Contributes to the programme's emergency preparedness actions and, during an emergency response, adapts his/her working practices to help facilitate an effective humanitarian response by HI

Additional Requirements:
∎ Age 25 to 60 years
∎ At least 02 years experience working with human resource department in reputed development organization in a similar role.
∎ Excellent interpersonal & communication skills.
∎ Sound knowledge in Bangladesh Labor Law and different applicable laws laid out by Bangladesh Govt.
∎ Shows understanding and sensitivity regarding Safeguarding Policies i.e., Child protection, PSEA & Gender, etc.
∎ Very good command of MS Office and Bangla typing skills is mandatory.
∎ Excellent oral & written communication skills, in both Bangla & English.
∎ Basic understanding of general HR management, knowledge of office management, documentation, and filing.
∎ And a Fair understanding of the recruitment process and procedures.
∎ Excellent analytical and numerical skills.
∎ Ability to prioritize, strong organizational skills.
∎ Autonomy and ability to work as part of a team.
∎ The real motivation for working in the humanitarian sector.
∎ Computer Skills: MS Excel, MS Word, PowerPoint.
∎ Communication Skills: Excellent communications skills both in Bangla and English
∎ Knowledge about HR Software.
