Responsibilities & Context: RSGT, operator of Saudi Arabia's largest container terminal at Jeddah Islamic Port, is actively looking for outstanding Talents to join our planned operations in Patenga Container terminal in Chittagong, Bangladesh. YOUR DETAILED RESPONSIBILITIES IN THIS POSITION WILL BE:
- Oversee all aspects of procurement planning and sourcing of local & foreign machinery, materials & services, custom clearance management, inventory management, workplace service procurement, workplace facility administration (e.g., accommodation, transportation, catering, upkeep & waste management of Building and Yard).
- Develop and implement a comprehensive logistics & sourcing strategy focusing on cost-effectiveness, quality, reliability, and sustainability goals. Integrate price, quality, and delivery targets into the overall strategy.
- Conduct strategic reviews of the supply chain to identify optimization opportunities and implement revisions in collaboration with relevant partners.
- Conduct market research and establish best-practice procurement procedures, including purchasing policies, processes, and standards.
- Develop Terms & Conditions for supplier selection/de-selection, evaluation, and rationalization.
- Supervise the Procure to Pay process for materials & services, ensuring active management from identifying requirements to delivery.
- Manage the tendering process, develop TOR, evaluate, negotiate, and prepare contracts in compliance with company policy and business needs. Supervise performance evaluation, and discrepancy resolution to ensure smooth service execution and contract closure.
- Develop and implement strategies to mitigate risks associated with procurement & workplace services activities.
- Foster strong supplier relationships through proactive management, prequalification, registration, and long-term partnership development.
- Ensure compliance with stakeholder and legal requirements throughout workplace administration & procurement processes. Maintain awareness of industry regulations and ensure compliance with import/export customs procedures.
- Maintain positive relationships with internal stakeholders for effective collaboration regarding procurement needs.
- Manage stakeholders including vendors, relevant external parties, and internal customers to meet service requirements and organizational goals.
- Prepare regular reports on department activities, performance metrics, and budget variances for management review.
- Develop and manage the department's budget, ensuring efficient allocation and utilization of resources.
- Collaborate with HR to establish and maintain talent management frameworks, including skills matrix, competency framework, succession planning, and training programs.
