Job Responsibilities:
∎ Provide Strategic, Technical, and Coordinated support to Grants Management-25%
∎ Ensure that all project financial and operational activities follow Bangladesh laws, donor rules and regulations, and IR policies and standards.
∎ Develops compliance framework for IR, including compliance checklists for the various business processes, transaction classes, country laws governing NGO operations, specific donor requirements, and an annual customized compliance monitoring plan.
∎ Periodically reviews and updates the compliance framework and other tools to stay current with IR procedures and policies.
∎ Tests internal controls to ensure their efficiency and effectiveness, targeting high-risk areas, to identify weaknesses and compliance deviations and their impact, and makes recommendations to CMT to address these weaknesses.
∎ Identify, assess, and manage risks impacting the country programme.
∎ Develop a plan and evaluation tools, and then carry out independent appraisals and verifications of the effectiveness of IR and donor policies, procedures and standards, and applicable Bangladesh law, by which IR Bangladesh financial resources are managed.
∎ Conduct thoroughly documented investigations of whistle-blower/CFM cases, and suspected fraud and will directly interface with the internal audit unit on these or other specific cases.
∎ Maintain an in-depth knowledge of IR internal policies and proposal guidelines for donor organizations funding Bangladesh programs/projects among project managers, technical as well as operational support staff.
∎ Review & support the production and submission of quality and timely donor financial reports -25%
∎ Undertake a qualitative review, of financial reports and ensure compliance with guidelines and donors' requirements, use of proper templates.
∎ Ensure that internal timelines and external deadlines are met; maintain the reporting tracker developed by the team, follow up on inputs from Central finance teams.
∎ Review all final financial reports for performing fund code reconciliations and recommend to the grant's unit for project closure.
∎ Internal Audit-40%
∎ Develop and implement a comprehensive internal audit strategy, including annual audit plans, risk assessments, and audit methodologies.
∎ Identify and assess organizational risks and develop appropriate strategies to mitigate them.
∎ Collaborate with key stakeholders to establish risk management processes and ensure effective controls are in place to address identified risks.
∎ Stay abreast of relevant laws, regulations, and industry best practices.
∎ Provide guidance and support to management in implementing necessary controls and processes to maintain compliance.
∎ Evaluate the design and effectiveness of internal controls across the organization.
∎ Develop and implement policies and procedures to enhance internal control systems and ensure adherence to established standards.
∎ Continuously monitor and assess control effectiveness and propose improvements where necessary.
∎ Develop and execute risk-based audit plans to assess the adequacy and effectiveness of internal controls, financial systems, and operational processes.
∎ Conduct audits independently or in collaboration with the outsourced audit team.
∎ Review audit findings and recommendations, and present comprehensive reports to the executive management and the Finance and Audit committee.
∎ Drive continuous improvement initiatives within the internal audit function.
∎ Ensure the external audit and the due diligence preparation and follow-up & follow up on recommendations from external auditors to ensure they have been implemented and adhered to.
∎ Identify opportunities to enhance audit methodologies, tools, and techniques to increase efficiency and effectiveness.
∎ Stay informed about emerging trends and best practices in internal auditing and implement relevant changes.
∎ Support investigations of internal incidences.
∎ Fraud Risk Mitigation and Response-5%
∎ Develop a fraud risk mitigation and response policy.
∎ Ensure the financial risk assessment is maintained and updated.
∎ In case of suspicions of fraud, ensure the case is addressed as per the policy.
∎ Others-5%

∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation and as well as Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
∎ Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey the IR Child Protection & PSEA Policy and respond accordingly as and when required.
∎ Perform any other duties assigned by Management.

Additional Requirements:
∎ Age at most 45 years
∎ Essential:
∎ Possession of a postgraduate qualification or professional qualification such as CA, ACCA, CPA, CIMA, etc is an added advantage.
∎ At least 8 years (s) of experience in a relevant field/sector.
∎ Experience in managing grants/contracts from institutional donors (ECHO, DFID, Global Fund, UN)
∎ Experience in setting up and managing donor compliance monitoring systems, financial management of grantees, including grantee budgets and audits, grants disbursement, and appropriate deployment of grants
∎ Strong financial skills encompassing proposal budgeting, income tracking, budget monitoring, and financial reporting.
∎ Advanced knowledge on Working knowledge of Microsoft Word/ Excel/PowerPoint
∎ Ability to provide clear guidance on donor policies and procedures to other staff
∎ Capacity-building experience including training and skills development.
∎ Ability to work independently, function effectively as a member of a regional team, and adhere to strict deadlines
∎ Strong interpersonal skills, including written, verbal, and presentation skills
∎ Desirable:

∎ Understanding of partnership approach to international development
∎ Network and alliance building Research, analytical, and problem-solving skills
∎ Good communication, facilitation, and report-writing skills
