Job Context:
∎ HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring the rights and inclusion of people with disabilities in society. HI is an independent and impartial aid organization working in situations of poverty, exclusion, conflict, and disaster throughout Bangladesh. With projects in different districts of the country, HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and local humanitarian actors in order to respond to their essential needs, improve their living conditions, promote respect for their dignity and fundamental rights, and provide sustainability in its action. As one of the key organizations in the disability sector, HI has a wide range of projects which assist to promote the inclusion of persons with disabilities and their issues in emergency and development contexts, building capacities of local stakeholders, and reducing the impact of natural and human-made disasters. Particularly in Cox`s Bazar district, HI is providing services in rehabilitation, MH/PSS, SRH, protection and inclusive education with an inclusion mainstreaming approach to refugees and host population affected by the forcibly displaced undocumented Myanmar nationals. HI`s multi-sectoral mobile units (MU) and static approach are currently working in 15 camps located in both Teknaf and Ukhiya Upazilas and surrounding host areas providing comprehensive services in physical rehabilitation, and primary health care, protection, and MH/PSS.
∎ HI is currently implementing development and humanitarian response project in Kurigram, and Cox`s Bazar district through 4 project offices (Kurigram, Ukhiya, and Teknaf) and 2 coordination offices (Dhaka and Cox Bazar).
∎ Operational Thematic: Livelihood, Health and Rehabilitation, Protection, Inclusion, Education, and Atlas Logistics
∎ Number of staff: Around 270 National staff and 06 international staff
∎ HI is currently looking for a General Service Officer for its Logistics department.
∎ Reporting to the Area General Services Manager, the General Service officer ensures the efficient management of services to HI personnel for the Cox`s Bazar site under his/her responsibility. He/she is the point person for the logistics/facility manager and as such informs him/her of any problems that fall within his/her remit and suggests solutions.
∎ He/she ensures the optimal management of equipment at all sites in Cox`s Bazar. He/she implements the strategy, including the scheduling of repairs and maintenance, to ensure that all equipment is in excellent working order.
∎ He/she is a key player in the rollout and implementation of HI`s logistics standards, which consists of reworking the positioning of logistics at HI and affirming the professional development principle. He/she participates actively in the phased reorganization of HI in the field as part of the ROOTS project.
∎ Base location: Cox`s Bazar
∎ Report to: Area General Service Manager
∎ Contract Duration: 31 January 2023 with the possibility of extension
∎ Joining date: As early as possible

Job Responsibilities:
∎ Mission 1: Participates in the definition of the logistics section of the StratOp and implements the action plan for facilities management
∎ STRATOP: contributes towards the drafting, revising, and implementing of the Operational Strategy (StratOp) within his or her field of activity and geographical area and in line with objectives.
∎ RISKS: produces and updates the risk map for his or her area of responsibility and proposes and implements corrective mitigation measures.
∎ INCIDENTS: produces incident reports for his or her sphere of responsibility.
∎ INDICATORS: produces and compiles the data in the facilities management dashboard for his or her geographical area.
∎ Mission 2: Deploys HI's standards and contributes to its expertise and accountability within his or her remit:
∎ STANDARDS: applies HI standards for his or her entire professional field concerning policy, processes, and tools.
∎ LOCAL ADAPTATION: participates in adapting and contextualizing these standards to meet local conditions and regulations.
∎ INTERNAL CONTROL: implements internal control in his or her fields of activity.
∎ ACCOUNTABILITY: applies internal rules and the rules of institutional donors in her fields of activity.
∎ Mission 3: Operational implementation of logistics
∎ 3.1 Diagnostic phase - Contextual analysis:
∎ Participates in analyzing the program's logistics context (evaluation of logistics capacities, table of logistics problems).
∎ 3.2 Design phase - Resources planning:
∎ Identifies the material resources necessary for ensuring the project's feasibility.
∎ Participates in structuring the human resources concerned by facilities management.
∎ 3.3 Design phase - Resources planning:
∎ Plans all the means necessary for the optimal management of equipment in his/her fields of activity and geographical areas.
∎ 3.4 Implementation phase - Coordination:
∎ Evaluates and adjust the resources and their distribution according to the needs.
∎ 3.5 Closure phase
∎ Implements the on-site storage of archives or their transmission to HQ.
∎ Implements the return/donation of material.
∎ Provides the data needed to prepare the financial reports.
∎ Mission 4: Facilitation of the professional sector
∎ Contributes to the facilitation of the professional industry in his/her geographical area (community of practice)
∎ Mission 5: Transport/Fleet and Travel management
∎ Arrange Rental & HI's vehicle for the project team and visitors based on valid requests.
∎ The weekly movement plan consolidated & follow-up up the plan for Cox's Bazar vehicle.
∎ Log sheet checks regularly & supervises all Cox's Bazar drivers.
∎ Ensure Incidental procedures are followed.
∎ Archive all documents in file for future audit.
∎ Ensure HI vehicle policy and safety security policy implementation on the field.
∎ Mission 6: Equipment, Inventory & Maintenance management:
∎ Controlling all site office assets and equipment by updating regular movement status in EMC and General Items monitoring tools and informing the focal person.
∎ Updating and archiving files for new purchases, repair, and maintenance work on the equipment card.
∎ Ensure maintenance of all equipment including vehicle/ Generators/ AC.
∎ Maintain physical inventory, keep updates, and tag furniture and equipment.
∎ Report monthly basis of site Equipment monitoring Chart (EMC) and General Items monitoring chart and share with Dhaka office.
∎ Ensure lending and other certificates are recorded in the file.
∎ Prepare the gate pass/waybill for in and out for servicing and maintenance of the HI property/assets/equipment. Keep the record properly.
∎ Prepare an incident report in case of any incident for Logistics issues.
∎ Maintain pool items with proper tracking and maintenance.
∎ Warranty information follow-up with assets.
∎ The disposal process works when required per HI policy.
∎ Mission 7: Facility management
∎ Facilitate and manage IT service-related work with the local suppliers and are concerned with CLM and IT service providers for any issues.
∎ Check and ensure the maintenance of the HI office, Guest House, Warehouse & Camp office as well as the general water supply electrical, gas refile, printing papers, and other utilities.
∎ Generator management and maintenance regular basis.
∎ Ensure generator fuel is replenished regularly and monthly basis fuel stock.
∎ Security Guards management, monitoring performance, and duty roster.
∎ Report monthly basis status of the Generator, Utilities, and security guards to the Country Logistics Manager in Dhaka.
∎ Key Management of offices, houses, desks, and shelves.
∎ Follow-up on service contracts and lease agreements, as well as updating the BMC for record.
∎ The mobile phone manages and ensures the visitors as per guidelines.
∎ Mission 8: Emergency Preparedness and Response Responsibilities
∎ Contributes to the program's emergency preparedness actions and, during an emergency, adapts their work modality to contribute to HI's effective humanitarian response.

Additional Requirements:
∎ Age at least 25 years
∎ A minimum of 2 years in Logistics /Administration in a relevant field.
∎ Fluent in both written and spoken English.
∎ Must be excellent in MS Excel, Word & e-mail communication.
∎ Ability to organize and provide prompt and timely support, also hardworking.
∎ Able to take the challenges in any situation with a positive approach.
∎ Able to adapt the policy procedures quickly.
∎ Professionally candidates must be decent, honest, and loyal, willing to travel anywhere in Bangladesh when required.
