Education:

  • Bachelor’s or Master’s degree in Marine Engineering, Logistics, Supply Chain, or any relevant discipline.

Experience:

  • Minimum 15 years of experience in coal or bulk commodity logistics, including:
  • Handling mother vessels at deep sea/offshore anchorage.
  • Managing lightering operations and riverine transport.
  • Import/export procedures and port documentation.
  • Working with government port authorities and customs in Bangladesh.
  • Proven experience in a similar role within a large trading company, EPC contractor, or industrial conglomerate

Work Condition:

  • Frequent travel to port locations (Chattogram, Mongla, Payra) as required.
  • Ability to work in high-stress, deadline-driven environments, especially during vessel arrivals.


Responsibilities & Context:

Purpose

This Position leads and manages end-to-end operations of the coal import supply chain, including mother vessel & lighter Vessel handling, lightering operations, port logistics, inland transport, and storage. This incumbent will ensure efficient coordination between global suppliers, port authorities, lighter operators, customs, and internal stakeholders, contributing to cost-effective and timely coal delivery to industrial clients and internal units.

Duties & Responsibilities

Strategic & Operational Leadership

  • Lead the operational execution of coal import logistics from loading port to final delivery.
  • Develop and implement standard operating procedures (SOPs) for mother vessel unloading and lighter vessel management.
  • Coordinate and supervise terminal operations including berthing, discharge planning, stevedoring, and jetty management.
  • Collaborate with Group SCM and Trading divisions to align supply schedules with business demand.

Import Operations & Vessel Management

  • Oversee end-to-end coal import activities: LC initiation, nomination of vessels, chartering, port clearance, and discharge.
  • Manage coordination between international coal suppliers, ship owners, and local shipping agents.
  • Supervise mother vessel discharge at deep sea (outer anchorage) and subsequent lighter vessel distribution to inland depots or clients.
  • Optimize vessel turnaround times, reduce demurrage, and control port handling charges

Port & Regulatory Compliance

  • Maintain liaison with Chattogram/Mongla Port Authority, customs, shipping agents, BIWTA, and other regulators.
  • Ensure full compliance with Bangladesh customs regulations, import policy order, and environmental standards.
  • Ensure proper documentation (Bill of Lading, Manifest, IGM/EGM, and Port Clearance Certificates) for all vessel movements.

Logistics & Inland Distribution

  • Lead lighter vessel scheduling, tracking, and delivery coordination across river routes to multiple inland depots.
  • Ensure efficient transport fleet utilization (barge/truck) from jetty to end-users or captive plants.
  • Minimize transit loss and enforce safety standards during coal handling and transportation

Vendor Management

  • Manage a cross-functional operational team including port supervisors, jetty managers, vessel handlers, and logistics officers.
  • Build and maintain partnerships with lighter vessel operators, stevedoring contractors, C&F agents, and transport vendors.
  • Lead vendor performance evaluation and negotiate favorable service terms

Reporting & Cost Optimization

  • Monitor KPIs such as demurrage, discharge rate, handling cost per MT, turnaround time, etc.
  • Analyze logistics cost drivers and implement strategies to minimize cost without compromising quality or compliance.
  • Submit operational dashboards, incident reports, and monthly summaries to Group leadership.
