· Minimum 12–15 years of progressive experience in Civil Engineering, EPC, infrastructure, building construction and large-scale projects.

· Proven experience in Government EPC, Bangladesh Army/Brigade, PWD, LGED, Roads & Highways, Housing, Institutional and Military organization projects will be highly preferred.

Strong practical experience in project planning, design coordination, tendering, estimation, BOQ, costing, procurement, contract administration, construction supervision and project delivery

Extensive knowledge of Civil EPC and large-scale construction project execution.     

Strong technical knowledge of building, infrastructure and Oil & Gas pipeline construction.     

Excellent understanding of BOQ, estimation, costing, tendering and contract management.       

Strong Client, Consultant, government, and Defense authority coordination skills.

Excellent contractor, subcontractor and supplier management capability.

Strong negotiation, communication, analytical and decision-making skills.     

Ability to manage multiple projects, teams and contractors simultaneously.     

Strong focus on quality, safety, cost control, productivity and timely project completion.     

Willingness to travel regularly to project sites and remain on-site when required.



Responsibilities & Context:

1.      Lead and manage the overall Civil Engineering function across Goni Group’s Government, EPC, Defence /Brigade, infrastructure and construction projects.

2.      Provide strategic and technical leadership for building construction, infrastructure development and civil EPC project execution.

3.      Oversee project planning, design coordination, construction execution, quality control, cost management and timely completion of multiple projects.

4.      Review and evaluate architectural, structural, civil and infrastructure drawings, specifications, BOQ, estimates, schedules and technical proposals.

5.      Lead tender preparation, technical evaluation, estimation, costing, BOQ preparation, bid analysis and contract negotiations for Government and EPC projects.

6.      Review tender documents, work orders, contracts, technical specifications, method statements and contractor/subcontractor proposals.

7.      Provide technical oversight for building construction, earthwork, excavation, piling, foundation, RCC, structural works, roads, drainage, utilities and other civil infrastructure works.

8.      Oversee Oil & Gas pipeline construction and associated civil/infrastructure works, including construction planning, trenching, road crossing, ROW-related works, reinstatement and project coordination.

9.      Coordinate with Clients, Consultants, Government Authorities, Bangladesh Army/Brigade Representatives, Contractors, Subcontractors and Suppliers throughout the project lifecycle.

10.   Maintain effective professional communication with Clients and Consultants regarding design approvals, technical submissions, site instructions, inspections, variations, claims and project progress.

11.   Monitor project cost, schedule, manpower, materials, productivity, quality and overall performance and implement corrective actions where required.

12.   Review and manage contractor measurements, interim bills, final bills, variation orders, claims, extensions of time and contractual submissions.

13.   Lead, guide and develop Project Managers, Project Engineers, Site Engineers, Quantity Surveyors, Planning Engineers, QA/QC personnel and other technical teams.

14.   Coordinate closely with Electrical and Mechanical Engineering departments to ensure integrated EPC project execution and timely project delivery.

15.   Support Group Management in business development, Government/EPC tender opportunities, technical negotiations, prequalification, client presentations and strategic project decisions.

16.   Review project documentation, including as-built drawings, testing records, quality records, completion certificates, operation manuals and handover documents.

17.   Prepare and submit technical, commercial and project-progress reports and provide professional recommendations to Group Management.

18.   Perform any other engineering, project-management or strategic responsibilities assigned by Group Management.
