Job Responsibilities:
∎ Planning & Budgeting:25%
∎ Prepare Donor / IR Partner Budget for the new project, revise the budget for change request and match with IRW budget format & fully support the Program Team to estimate the program cost.
∎ Transforming budget in standard format IRW & Donor (in case of local funded project or institutional donor.
∎ Ensure to complete and fill out the Budget Review Sheet (BRS) with each budget
∎ Prepare an AX matching sheet for each project for the program's controlling of activities
∎ Provide budget availability information when required.
∎ Day to day analysis and cross-check Budget vs Actual and ledger.
∎ Financial Analysis and Donor Reporting: 25%
∎ Ensure budget figure ties up to the amount committed to by the donor (signed agreement/SLA/ Pin Code, Change Request)
∎ Prepare and periodic submit Project Financial Reports to PMs, HOP for review, timely submission through Country Finance Manager to IRW for review (70/30 principal
∎ Prepare Fund Liquidation Sheet for Final Report.
∎ Check actual expenditure against transaction detail for each budget line, actual expenditure till the reporting date to be mentioned.
∎ Budget vs Variance Analysis –+ 10% plus or minus needs to be explained
∎ Direct cross charge Donor project.
∎ Generate/ Prepare Budget vs. Actual report from the accounting system (AX) and share with PMs and HOF
∎ Bank Control & Accounting Support:10%
∎ Support for the opening/closing/signatory changing of Bank Account for Cox’s Bazar Field Office; fill up IRW form, send to IRCO Finance and follow up for approval from HoR, HOF-IRW
∎ Collect Bank Signatory Card and Bank Account Opening Form from the respective field office and obtain CO signatories signatures on the Card and Opening Form
∎ Fund Report and Grant Management:10%
∎ Prepare monthly Financial Report on or before 7th of the succeeding month following the Checklist
∎ Monthly prepare Budget VS Actual report for on average 10-15 projects every year and linking with IRCO finance fund report
∎ Reconciliation of Statement of Financial Position with monthly fund report
∎ Reconciliation of Statement of Comprehensive Income with monthly fund report
∎ Obtain transaction detail down load and check with report and linked with fund note
∎ Report on 8% Cross Charging (monthly-project-wise)
∎ Reconciliation of IRW Transfer ledger & IRB Fund ledger (Monthly)
∎ Communicate with bank for fund information
∎ Monthly Prepare all project Recognized income and posting project wise Deferred income and IRW Source income
∎ Preparation of "C form" and make approved by the signatories attaching government approval & submit to Bank
∎ Collecting bank statement from bank to be ensured fund is deposited
∎ Project Management and Operations Support-10%
∎ Assist Program Manager, Project Manager/Project In-Charge at field office to preparing budget, financial reports, variance analysis of budgets, queries and feedback to program staff (end user)/other relevant activities/programs and events.
∎ Assist/provide back up support to the IRCO Finance Department as and when required.
∎ Perform any other duties assigned by the management.
∎ Participate/attend/contribute in Seasonal (Ramadan and Qurbani) program activities at filed level, assist to program staff for advance and adjustment of Ramadan and Qurbani Program cost if any.
∎ Participation, Documentation and Archiving-10%
∎ Participants in the procurement committee meetings/checking quotation, financial strength of the vendor, GoB Tax/VAT issue, Valid trade license, CS Calculation etc. before sign on CS (if any).
∎ Periodic filed financial monitoring visits/project sites/ project beneficiaries during cash and materials distribution time.
∎ Ensure periodic partners visit, and conduct financial and compliance monitoring/review of partners' financial documents, bills/invoices/vouchers, reports, and others.
∎ Preserve financial documents/vouchers/files/MOU, agreement, lease agreement, etc. in a safe place according to the IR, B archive policy.
∎ Audit and Accounting: 10%
∎ Assist in the Preparation of reports for NGO Affairs Bureau Audit (FD-7 related FDMNs projects) to be done by the external auditors.
∎ Ensure internal and external audit recommendations for projects;
∎ To advise and guide the finance, non-finance, and IR management on financial matters
∎ Approved Cox’s Bazar Filed Office Payment Journal, Invoice Journal, General Journal Bill, and PO to Invoice Bill Prepare in AX.

Additional Requirements:
∎ Age at most 45 years
∎ Authority
∎ The Finance Coordinator will be supervised Technically by the Country Finance Manager, Islamic Relief Country Office, and day-to-day supervision by the Program Manager-FDMNs, Cox’s Bazar.
∎ Working Conditions:
∎ The Finance Coordinator must spend time in Islamic Relief Cox’s Bazar Field Office and leading for project-wise voucher separation, scanning, filing in, a timely manner, and work in remote areas as per required of the organization.
∎ Required qualifications & experiences:
∎ Master’s Degree in Commerce/MBS/MBA with at least 10-12 years of experience in the line of accounts, finance, and operations. Demonstrated experience in donor compliance (ECHO, FCDO, UN, WFP, UNOPS, SIDA, GAC etc.)
∎ Language
∎ Good written and oral communication skills in English and Bangla.
∎ Computer Skills
∎ Computer proficiency in Excel Spreadsheets, Word Processing, Email, Internet, Good knowledge about in Accounting Software/AX Systems
∎ Interests:
∎ Relief & development issues and international affairs
∎ Disposition:
∎ Experience in designing, keeping, and working with accurate computerized data and manual records and books is essential.
∎ Ability to guide project personnel & Ability to effectively deal with GO/ NGO/INGO and other agencies
∎ Should be prepared mentally to do extensive field visits.
∎ Flexible & Patient
∎ Ability to work on your own initiative as well as a part of a team
∎ Sympathetic with aims & objectives of Islamic Relief
∎ Empathy with & understanding of the basic teachings and values of Islam

∎ Audit and Accounting:
∎ To assist the IRCO finance team for the year-end closing of the related ledger of AX
∎ Scanning of vouchers for donners outside Bangladesh for audit purposes and ledger accounts reconciliation for year audit.
∎ Assist in the completion of the audit for the project.
∎ General Skill:
∎ Good in English written and spoken
∎ Self-management including the ability to prioritize own work load and work independently and communicate to meet deadlines.
∎ Excellent interpersonal skills, able to work as part of a multi-disciplined, multicultural team.
∎ Willing to work in the most remote area.
∎ Must be willing to travel to project sites frequently.
∎ Maintain confidentiality in all areas of work.
