∎ Master of Science (MSc) in Environmental Engineering, Disaster Management, Geography Environment, Master of Development Studies (MDS), Master of Social Science (MSS), Masters degree in any discipline

Experience Requirements:
∎ At least 8 year(s)

Job Responsibilities:
∎ Ensure effective management of the project (Quality Implementation, Financial & Risk Management) 50%
∎ Be in line with organizational strategic objectives and goals.
∎ Provision of IRB country strategy implementation at the field level.
∎ In close cooperation with the Programme Coordinator lead the direct implementation of the project to achieve the planned results.
∎ Oversee the management of the project for delivery within the agreed time frame and targets to meet the ultimate impact of the project.
∎ Ensure a clear understanding of project assumptions by all project staff to aim at the effective and timely achievement of project goals, outcomes, and outputs.
∎ Manage the project - from inception, coordination execution, monitoring, reporting, and closure of projects.
∎ Manage the project in line with the program strategy and identify appropriate implementation modalities to operationalize activities.
∎ Ensure quality and standards of technical interventions at every level of the project.
∎ Ensure 100% delivery against planned project results and financial delivery targets in the work plan. Closely track slippage against the work plan and take corrective action;
∎ Oversee budget and carry out the monthly expenditure analysis, prepare reports and requirements of the fund.
∎ Regularly follow up on the project activity, financial status, and work progress.
∎ Maintain strict compliance with donor rules and regulations.
∎ Manage and mitigate any risks within the project (financial, human resources, or legal consequences) or negatively impact the government or IRB’s reputation.
∎ Oversee the submission of monthly cash requests for project operations.
∎ Review and approve expenditures and contracts according to assigned levels of authority.
∎ Oversee and provide guidelines in different assessments, surveys, evaluations, and other planned activities such as various workshops and meetings.
∎ Leadership in building up strong coordination and cooperation among the team members, maintenance of strong team spirit, and a positive work environment to uphold the organizational reputation.
∎ Establish effective internal monitoring and operational plan, monitor the working progress & ensure the project outcomes and impact.
∎ Monitor implementation of activities of partners (contractors, consultants, grantees) following agreements, work plans, deliverables, and timelines.
∎ Ensure requirements of the MEAL framework for measuring the impact of the project.
∎ Strengthen IRB in their capacities and advocacy role in LLA and LAPA.
∎ Generates new ideas and approaches, researches best practices, and proposes new, more effective ways of doing things.
∎ Ensure complaint log and register at the project level.
∎ Practice and promote SPHERE and Core Humanitarian Standard (CHS) throughout the project.
∎ Ensure Complaints & Feedback Mechanism (CFM), DNH, Child Protection, Safeguarding & Gender Sensitivity issues concerning project activities.
∎ Effective project monitoring and administration 20%
∎ Prepare capacity development materials on CCA, LLA, DRR, and resilient livelihood; provide technical support in conducting capacity-building initiatives, and formulation of policies, strategies guidelines, and tools.
∎ Support the development of initiatives and partnerships that facilitate knowledge-management on livelihoods, poverty alleviation, CCA, LLA, and particularly, their linkages;
∎ Develop an integrated and coordinated plan of action based on proven evidence that identifies demonstrative opportunities for the project activities;
∎ Track and report against core quality benchmarks for economic recovery, food security, livelihoods, and disaster risk reduction.
∎ Track the performance of the project activities and outputs against expected results and adjust implementation processes to ensure the project is progressing towards the intended outcomes.
∎ Analyze the impact of the project and promote learning by documentation of best practices. Use this information to support decision-making processes.
∎ Track project progress, and project expenditure against approved budgets, anticipate any deviations, and recommend and act on relevant and required adjustments.
∎ Track project risk to timely adjusts and implement the existing contingency plan.
∎ Orient key stakeholders on Complaints & Feedback Mechanism (CFM), Child Protection, Safeguarding & Gender Sensitivity issues concerning project activities.
∎ Facilitate training, workshops, fairs, etc. in different sectors for internal and external stakeholders.
∎ Ensure effective reporting, appropriate archiving, and visibility according to the project need 10%
∎ Produce documents and analyses innovative strategies/best practices/new approaches, formulate case studies, knowledge management, and dissemination.
∎ Assess project performance to identify success factors and incorporates best practices into project work.
∎ Compile relevant project data, and prepare documents for creating the evidence base for resilient livelihood, CCA, LLA, and DRR.
∎ Maintaining administrative/financial files and project documentation.
∎ Assist with data collection, processing, and analyzing data from the field and produce information/briefs for interventions, strategies, projects, and programmes.
∎ Prepare monthly, quarterly, interim, and final narrative report as per proposal and project need.
∎ Assure compilation and sharing of results, learning, and uptake from all the activities.
∎ Provide progress reports to the country office and donors.
∎ Assist Project Focal / Supervisor to prepare the financial report of expenditure and updating from time to time.
∎ Assist Project Focal / Supervisor to meet the different reporting deadlines.
∎ To ensure organizational visibility in different stages.
∎ Prepare, approve, organize, and preserve all project-related documents and ensure sending to the Humanitarian & Resilience Programme department within due time.
∎ Assist in archiving the project documents (hard copy and electronic copy) as per IR guidelines.
∎ Share different information to develop the project with the knowledge management team.
∎ Ensures comprehensive and effective communication, coordination, and advocacy with different stakeholders 15%
∎ Organize the project inception meeting with different level stakeholders.
∎ Coordinating overall implementation of the program at the field level.
∎ Managing the team at field level on-site and/or remotely depending on access.
∎ Ensure effective networking and coordination with Upazila, DC office particularly local disaster management committees (DMCs) to ensure their active participation in project implementation.
∎ Ensure appropriate links with national/local/UN authorities, state institutions, civil society, LLA platform/working group, and other relevant stakeholders, including effective coordination and information exchange with them.
∎ Represent Islamic Relief Bangladesh in coordination meetings at the Upazila and district levels.
∎ Coordinate the project to be managed within the agreed time, cost, and quality constraints to enable the delivery of the agreed outputs and/or benefits.
∎ Assist Project Focal/Supervisor to maintain suitable plans, manage the delivery of minimum requirements and/or critical success factors and effectively manage people (including third parties) and other resources.
∎ Ensure that the beneficiaries are aware of the assistance and services available and how to access them; distribution points should be accessible and distribution mechanisms should take into consideration groups with specific needs to minimize chances of violence, abuse, and exploitation.
∎ Assist in liaising with partners, government representatives, donor agencies, and national and international NGOs to ensure smooth implementation of the project.
∎ Organize phase-out meetings and lesson-learned workshops for further organizational development.
∎ Collect successful project completion letters form relevant authorities.
∎ Other Requirements 5%
∎ Participate & involve with seasonal programs (Ramadan, Qurbani, Winterization, etc.) activities.
∎ Ensure that local purchases and expenditures are done as per Islamic Relief Bangladesh policy.
∎ Maintain the stock book, inventory, and other essential registers properly and timely in an effective manner.
∎ Support in the procurement of materials like requisition, follow-up, etc.
∎ Take initiatives to ensure the security of project staff and participants during the intervention.
∎ Willing and able to travel frequently for extended periods and to remote areas of the projects.
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment, exploitation, Fraud, Bribery & Money Laundering to achieve the program’s goals of safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on the safeguarding of harm, abuse, neglect, harassment, and exploitation, Fraud, Bribery & Money Laundering for establishing a safe working environment
∎ Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey the IR Child Protection & PSEA Policy and respond accordingly as and when required.
∎ Perform any other duties assigned by Supervisor.

Additional Requirements:
∎ Age at most 50 years
∎ Experience in working with: Climate & disaster resilience projects as well as knowledge of resilient integrated infrastructure, DRR, CCA and LLA.
