Requirements:

Responsibilities & Context:
∎ Ensure support including management of logistics (Condom, IEC/BCC materials, HTC kits, STI drugs, etc.) to DIC team members for smooth implementation of the DIC activities; Develop and ensure timely sending of logistics requisition e.g. HP, condoms, etc.;
∎ Facilitate regular update of mother list and social marketing of condoms;
∎ Ensure rest and recreation facilities for the FSWs and MARAs as well as child friendly environment at DIC level;
∎ Ensure HTC for MARA and partners of female sex workers through creating enabling environment during the service day;
∎ Make sure overall arrangement including required reports and records to face visitors from LFA, CCM, PR, SR, SSR management;
∎ Recognize, notify and mitigate any harassment with FSWs/DIC and outreach staff in consultation with Program Specialist in respective Dhaka Ahsania Mission Consortium sites; Coordination, Collaboration and Advocacy:
∎ Identify referral service organization based on the need of beneficiaries and develop MoUs as required to ensure required services;
∎ Build good rapport with the GO/NGOs and other stakeholders to ensure support services towards FSWs and MARAs as well as clients of sex workers which are not available at DIC level;
∎ Put HIV as agenda of local level coordination meeting and participate regularly e.g.;
∎ DC office coordination meeting, CS office coordination meeting, UH&FPO office meeting, etc.;
∎ Maintain functional networking and liaison with the local stakeholders;
∎ Conduct regular monitoring of activities and supportive supervision to the team members for ensuring highest quality HIV prevention service delivery;
∎ Conduct weekly/monthly meeting with the team members to know about the program performances and difficulties to address;
∎ Pay monitoring visits at outreach and conduct exit interview with the beneficiaries to ensure high quality service;
∎ Review reports, records and physical verification of all stocks and provide feedback;
∎ Analyse DIC performance and make team understand about the next steps/work plan and ensure continuous support to achieve result;
∎ Ensure use of monitoring checklist during paying monitoring visit at outreach/DIC activities;
∎ Ensure targeting the targets if there are found positive case or getting STI cases high;
∎ Oversee clinical services for quality execution at DIC and satellites;
∎ Pay monitoring on PSM using check list;
∎ Ensure compliance issues as monthly meeting agenda e.g. child safeguarding policy, terrorist financing, sex trafficking, etc. and keep evidence of discussion in the meeting minutes;
∎ Assist Program Officer to explore areas for further capacity building of DIC and outreach staff and provide on-the-job training;
∎ Conduct training for Volunteers and POWs as necessary and do follow up of training outcome;
∎ Ensure participation of team members based upon having training/workshop invitation from PR or SR representative; Initiate OJT for the lay providers;
∎ Ensure OJT for SACMO on CIS data upload;
∎ Hire community organizers, guard/ayahs/cleaners, etc. following the HR policy of SR/SSRs; Conduct skill mapping of DIC team members and ensure annual performance appraisal;
∎ Orient child safety policy to all newly joined staff and keep records.
∎ Make sure clinical services are providing in line with the guideline/SOPs;
∎ Make sure proper infection prevention is taking place at DIC level;
∎ Make sure Quality Assurance checklist points maintains at DIC level;
∎ Make sure Quality PSM checklist points maintains at DIC level;
∎ Generate innovative ideas for best utilization of services and manpower based on field experience particularly for GBV, SMC, Legal support, MCH, Achieving HTC targets, partners HTC, service for MARA, etc. and based on other need of the beneficiaries.
∎ Plan, Report and Records: Facilitate individual monthly work plan development and coordinate activities;
∎ Prepare and facilitate implementation as per event plan and monthly work plan;
∎ Maintain/ensure accurate record keeping of various activities using prescribed forms, formats and registers;
∎ Ensure proper upload of data to CIS;
∎ Prepare/assist in regular and periodic report generation as per the need of the projec;
∎ Ensure well documentation at DIC for all sorts of program and clinical events;
∎ Support DIC management on safe guarding trainings/orientation/and regular discussion in the formal meeting in the DIC;
∎ Play role in maintaining rules and regulations applicable at DIC level including Dhaka Ahsania Mission's safe guarding and code of conduct policy;
∎ Act as safe guarding focal at DIC level and remain connected with the project office level focal;
∎ Report when any allegation raises regarding safe guarding and take appropriate measures as per the TOR, provided by SCI.
∎ Job Context:
∎ Dhaka Ahsania Mission (DAM) is a non-government development organization founded in 1958 by Khan Bahadur Ahsanullah, an eminent educationist, reformer, and Sufi with the aim of social and spiritual development of entire human community. DAM has been contributing for the betterment of the disadvantaged population through operating 35 institutions and also 8 sectors of development. Health Sector is one of the core sectors of DAM which has also been operating 8 institutions and 17 projects. DAM Health Sector is going to recruit a competent and self-motivated individual for the position of DIC Manager of "Prioritized HIV Prevention and Treatment Services for Key Population in Bangladesh" (FSWI), GC7 Project implemented by Dhaka Ahsania Mission (DAM), funded by Global fund and principal recipient by Save the Children.
