Job Context:
∎ Background: Cox`s Bazar is one of the lowest performing districts in Bangladesh on various socio-developmental indicators. Being highly emergency-prone and hosting a large refugee population, the pace of socioeconomic development of Cox`s Bazar has been slow and uneven. As part of the humanitarian response to the Rohingya crisis, the government approved Joint Response Plan envisions to support both the refugee and the host communities who are greatly impacted by the crisis in which they have contributed nothing.
∎ One of the social service sectors to be strengthened under the host community support is the Education Sector, development of which is critical to ensuring economic prospect, communal harmony, social stability and coexistence in peace. Accordingly, the Cox`s Bazar Primary Teachers` Training Institute (PTI) has been identified as an entry point to provide quality improvement support, which will then in turn contribute to strengthening of district-wide education quality by supplying high quality teachers who are well trained, achieving the expected Teacher Professional Standards.
∎ In line with that an assessment of Cox`s Bazar PTI was done involving NAPE in the process, and one critical gap identified was lack of Human Resource, particularly in the teaching staff, which is having its toll on the delivery of the government`s flagship teacher education program: The Diploma in Primary education (DPEd) for around 150 trainee teachers. While there are 17 approved posts for PTI Instructors, only 5 are currently working, and are unable to ensure quality of instruction at PTI-based classes and supervising the school placement in training schools.
∎ In consultation with the MoPME, DPE, NAPE and DPEO, decision was taken that UNICEF will support to mitigate the critical HR shortage by recruiting Instructors for short-term periods.
