Job Context:
∎ Consultancy on: Assessment and development of budget training module for Union Disaster Management Committees on disaster risk reduction and climate change adaptation activities
∎ Timeline:
∎ The assignment is expected to last no more than 14 working days and be completed by September 24th, 2020.
Job Responsibilities:
∎ Purpose and Scope:
∎
∎ The purpose of this consultancy is to support the 15 UDMCs to gain access to funds from Bangladeshi government sources (and other multilateral or donor sources if feasible) for disaster risk reduction (DRR) and climate change adaptation (CCA) activities for communities by developing a budget training module for UDMCs including identification of government budget opportunities, knowledge on budget planning and preparation, participatory budget processes, and budget tracking.

∎ Specific activities of the assignment are as follows:
∎
∎ Review the scope of work of the local government's participatory and open budgeting focusing on DRR/CCA through desk reviews and interviews, and identify opportunities of access and influence of funds for UDMCs;
∎ Identify other opportunities for UDMCs to gain access to funds related to DRR/CCA, including other stakeholders such as other government funds and opportunities.
∎ Consult with the 15 working area UDMCs for ZFRA to understand their needs especially in relation to the opportunities identified in the above points.
∎ Develop a training module for budget participation, planning, and tracking for UDMCs (both English and Bangla)
∎ Depending on COVID-19 situation, conduct 3-4 budget participation, planning, and tracking training to the UDMCs.
∎ Expected Deliverables:
∎ Work plan submission.
∎ Initial report on activities 1) and 2) as written above.
∎ Budget training module for activity 4) as written above.
∎ Training to UDMCs depending on COVID-19 situation for activity 5) as written above.
∎ Assignment Completion report.
Additional Requirements:
∎ Demonstrated experience working with budget governance and planning at the local government level; familiarity with UNDP's Union Parishad Governance Project (UPGP) project and/or Efficient and Accountable Local Governance (EALG) project a plus.
∎ Demonstrated experience on stakeholder engagement and needs assessment at the local government level;
∎ Technical and practical knowledge and skills on implementing governance performance tools (Social Audit, Community Score Card etc.) to promote people centered governance practices;
∎ Understanding of DRR/CCA issues, key stakeholders related to DRR/CCA. And familiarity with the roles and responsibilities of Union Disaster Management Committees in Bangladesh;
∎ At least 10 years of experience working with local level development initiatives;
∎ At least 3 years of direct experience working with local governments both at rural and urban settings;
∎ At least 5 years of experience working on DRR and CCA issues;
∎ At least 5 years of experience in developing capacity building initiatives and training with local governments, local authorities and community based organizations;
∎ Excellent analytical and writing skills in both Bangla and English.
