Job Context:
∎ Integrated Water Resource Management (IWRM) project is mandated by Swiss Agency for Development and Cooperation (SDC) and implemented by Swiss Red Cross (SRC) and DASCOH. The project is implementing in partnership with 39 UPs and 3 Paurashavas in Rajshahi, Chapai Nawabganj and Naogaon district- who are legally mandated to ensure and regulate water and improve irrigation related services. In accordance with 4Rs principle; (1. Reduce over-abstraction and water pollution, 2. Reuse rainwater, 3. Recycle water resources, 4. Restore water safety) the IWRM Project is contributing to a shift in Bangladesh from a sub-sectoral focus on improved water access to a cross-sectoral focus on the integrated management of water resources based on the direction of Bangladesh Water Act 2013 and Bangladesh Water Rules 2018. The UPs and Pauroshavas are already engaged with diverse improved irrigation practices and water supply schemes; however, long term sustainability as well operation and maintenance continue to be major issues with most of such water supply and improve irrigation system. Further, enable water user groups to adopt and institutionalise an effective, sustainable and inclusive management and use of land and water resources. The IWRM project is co-financing to the LGIs in piloting and developing different models of IWRM based on 4R principles (Reuse, Reduce, Recycle, and Restore) in which water efficient technology can play very proactive role in the agriculture sector.
∎ The purpose of the assignment is to support integration of appropriate water management practices and technologies in the agricultural sector that is aligned with IWRM principles and is in compliance with Bangladesh Water Act, 2013 and Bangladesh Water Rules, 2018.
∎ Tentative date of commencement 1st November 2019 and completion date 15 December 2019 but the contract may extend with mutual understanding.
∎ The tasks accomplished by the consultant will be recorded in the given time control sheet form specifying working days/hours on a given items.

Job Responsibilities:
∎ Assess and document the needs of various categories of farmers – landless, small and marginal, and large farmers – and their willingness to adopt IWRM practices; develop a strategy to engage with various farmers’ groups to maximise the impact of water saving / conservation technologies.
∎ Assess how the IWRM project can potentially co-opt the agriculture sector/farmers to reduce ground water abstraction. This may include, but not restricted to, crop switching to higher value and lower water consuming crops or switching to cheaper and safer surface water and wastewater re-use options.
∎ Develop a comprehensive plan for low water consuming crops that specially highlights economic / income risks and gains/advantages and ways to mitigate risks and consolidate gains. In addition the plan should highlight sustainable agriculture through minimal water use that integrates productivity, environmental stability, economic profitability and social and economic equity.
∎ Recommend strategies and measures for the project to add value in the agricultural value chain of low water consuming crops and technologies.
∎ Develop costed agricultural initiatives to be tested / implemented during the entire project period.
∎ Recommend strategies to foster relevant partnerships at the sub-national & national level to promote improved agricultural practices and technologies
∎ Search option of appropriate improve irrigation schemes proposed by UPs and Pauroshavas for developing community/LGI managed appropriate land use systems in compliance with national irrigation policy and Bangladesh Water Rules 2018.

Compensation & Other Benefits:
∎ The Consultant will do the work through his own resources and responsibilities. If necessity, support/assistance could be sought from DASCOH and be provided upon mutual understanding.
∎ DASCOH will pay remuneration of the consultant/consultancy fees through transfer to the bank account nominated by the consultant based on submission of the outputs. All payments shall be subject to deduction of normal income taxes and VAT as per government rule and regulations.
∎ Other expenses relating to the fulfillment of the assignment such as travel, food, accommodation, etc during the field visit will be
∎ On principle for the sake of smooth completion of the assignment DASCOH will support the following but not mandatory:
∎ Provide unhindered access to relevant documents and reports;
∎ Assist in arranging the field visits and setting up appointments, meeting.
∎ Arrange vehicle while in field/site visit.
