Job Context:
∎ Core Purpose: Under the direction and guidance of the Executive Director of Nabolok, the incumbent is responsible for managing the EDRCS project. The core purpose of a Community Mobilizer is to engage and empower communities, fostering their active participation and ownership in various initiatives and projects. As a Community Mobilizer, s/he will have to work closely with community members, leaders, and stakeholders to identify their needs, mobilize resources, and facilitate positive change. His/her role will involve building relationships, conducting outreach activities, and organizing community meetings to promote awareness, collaboration, and participation. S/he will empower community members by facilitating capacity-building workshops, training sessions, and knowledge-sharing initiatives. Additionally, the incumbent will serve as a bridge between the community and external organizations, advocating for their needs and facilitating access to resources and services. At the same time, he/she will maintain collaborative working relationships with Nabolok and CBM Bangladesh country office through effective communication, consultation and reporting.
∎ To contribute towards the overall objective of the project by "Persons with disabilities, their representative organizations and other at-risk groups are better prepared for climate induced disasters through improved community preparedness and inclusive local DRR and CCA policy and plans and access to climate resilient livelihoods in targeted unions of Satkhira, Bangladesh".
∎ Improved disability inclusive preparedness for climate induced disaster by OPDs, Communities and local government of targeted unions of Shymnagar Sub-district of Satkhira by 2026
∎ Improved resilient source of income of persons with disabilities and other at-risk groups in the targeted unions of Shymnagar sub-district of Satkhira by 2026
∎ Commitment from local and national government to implement disability inclusive plans and programmes for climate change adaptation and disaster risk reduction.
Job Responsibilities:
∎ Capacity strengthening: Maintain close relationship with Government training providing agencies like Department of Youth, Social Welfare, Women Affairs, TVET Institutes, CSOs, MFIs and other relevant financial institutions
∎ Develop database of persons with disabilities who are vulnerable due to disaster and other risks through OPDs and VSLA group
∎ Identify potential beneficiaries for capital/equipment support,
∎ Prepare business development plan and follow-up with beneficiaries
∎ Support VSLA groups for linked with markets for self-employment initiatives
∎ Regular communication with VSLA groups, OPDs and CSOs to strengthen the capacity on Climate Resilient livelihood and private sector engagement.
∎ Assess livelihood options for project beneficiaries including persons with disabilities to provide appropriate tailor maid support
∎ Organize different trade based and supply chain training like Vermin Compost, livestock, mushroom, tailoring, bio pesticide and bio fertilizer, integrated farming, honey cultivation, jute products, green business.
∎ Assist in organizing consultation meeting with the ministries and departments for functionalization of Union, Upazila and District Disaster Management Committees.
∎ Document ground experience of disaster related measures to conduct evidence-based advocacy with relevant ministries for office orders or circulars regarding inclusive early warning, climate change adaptation and inclusion, concrete action.
∎ Organize and facilitate awareness raising sessions of OPDs and community on DIDRR and DICCA through Pot Song, leaflet, poster, Street drama, debate competition, Courtyard Meeting, Animation Video, day observance
∎ Participate in national, international related seminar on DRR, Climate change
∎ Prepare monthly workplan and provide information for developing case stories
∎ Assist to Prepare contingency plan according to the situation and assumption to mitigate the risk
∎ Project management: Support in achieving project objectives; planning, implementation and progress monitoring, budget utilization;
∎ Support the project team in developing detailed project implementation plan (PIP) for each year and update quarterly;
∎ Manage key functions of the project to meet donor expectations in terms of timely and quality results and budget;
∎ Managing the partnership and ensure coordination between projects and implementation leads.
∎ Support in timely donor reports (programmatic and financial) and donor responses in collaboration with project team and OPDs;
∎ Managing the relationship with local and national authorities and other actors in the respective sector;
∎ Assist project team to develop M&E system and tools, training manual, etc.
∎ Ensure proper/quality documentation of project learnings and good practices through supporting project team;
∎ Assist project team on budget preparation, advance, requisition, adjustment and financial documentation;
∎ Other tasks: Maintain gender-sensitive approach in all stages of the project and maintain safeguarding measures with code of conducts;
∎ Any other task as assigned by the line manager.
∎ Performance Criteria: Communication and regular field-visit with OPDs for promoting an inclusive livelihood;
∎ Contribute to increase the access of persons with disabilities in resilient livelihoods and economic activities/opportunities.
∎ Local level stakeholders will be sensitized through incorporating disability issues in their existing services and reviewing their plans to deliver inclusive livelihoods services.
∎ Take informed decision and regular update with line manager on important issues.
∎ Safeguarding: Focuses on self-awareness and behavior regulation according to organizational policy.
∎ Ensuring safeguarding and PSEA issues at community level and take appropriate measures.
Additional Requirements:
∎ Age 25 to 35 years
∎ Minimum of 2 years of proven professional experience in DIDRR, inclusion of at-risk groups- persons with disabilities, women, children, and older people in NGO level
∎ Strong writing and reporting skills (clear, concise, and responsible communication suited to the interlocutor);
∎ Sound knowledge of disability and development;
∎ Have time management, leadership, analytical ability, multitasking, facilitation, communication, presentation and report writing skills;
∎ Experience in conducting Community Risk Assessment (CRA);
∎ Desirable: Candidates need to be highly motivated and committed to work with persons with disabilities;
∎ Strong and inspirable leadership and community mobilization capacity is essential;
∎ Basic knowledge on disability and development is preferable;
∎ Experience in local inclusive development/CBR/disability rights/inclusive training facilitation/support OPD is preferred;
∎ Experience working in a remote community setting is an advantage;
∎ Proven analytical and planning skills;
∎ Has the capacity to maintain close relationships with partners, stakeholders and clients;
∎ Women and persons with disabilities are particularly encouraged to apply.
∎ Need to be highly motivated and committed to Nabolok's vision, mission, and improve the lives of the most vulnerable and marginalized people.
∎ Languages: English (intermediate proficiency)
