Job Context:
∎ Core Purpose: Under the direction and guidance of the Executive Director of Nabolok, the incumbent is responsible for managing the EDRCS project. He will also ensure effective project management of the EDRCS project by maintaining the delivery of appropriate technical, operational, financial and administrative outputs, while tracking the project progress through monitoring, evaluation and reporting. At the same time he will maintain collaborative working relationships with project partner "ABF".
∎ Overall Mission: To contribute towards the overall objective of the project by "Persons with disabilities, their representative organisations and other at-risk groups are better prepared for climate induced disasters through improved community preparedness and inclusive local DRR and CCA policy and plans and access to climate resilient livelihoods in targeted unions of Satkhira, Bangladesh".
∎ Improved disability inclusive preparedness for climate induced disaster by OPDs, Communities and local government of targeted unions of Shymnagar Sub-district of Satkhira by 2026
∎ Improved resilient source of income of persons with disabilities and other at-risk groups in the targeted unions of Shymnagar sub-district of Satkhira by 2026
∎ Commitment from local and national government to implement disability inclusive plans and programmes for climate change adaptation and disaster risk reduction.

Job Responsibilities:
∎ Capacity strengthening: Conduct need assessment and develop capacity strengthening plan for the persons with disabilities as well as for the OPDs.
∎ Play a lead role in formation and coordination of Village savings and loan association (VSLA) of different project locations.
∎ Coordinate and organize technical events, meetings, trainings, workshops and dialogues as per project requirements.
∎ Plan and Create awareness on DICCA and DIDRR among persons with disabilities and OPDs through networks.
∎ Advocacy meeting (include frequency) with the ministry for making social protection programmes related to disaster and climate change inclusive for person with disability.
∎ Conduct meeting (include frequency) in the project location to ensure engagement of person with disability into Union, Upazila and District Disaster Management Committees.
∎ Provide high level supervisory and managerial support to the project team for developing their technical skills and professional competencies.
∎ Project management: Assist Project Coordinator in achieving project objectives; planning, implementation and progress monitoring, budget utilization and ensure approval and endorsement of all plans;
∎ Develop detailed project implementation plan (PIP) in consultation with Project Coordinator and other team members for each year and update quarterly;
∎ Manage key functions of the project to meet donor expectations in terms of timely and quality results and budget;
∎ Ensure timely donor reports (programmatic and financial) and donor responses in collaboration with project team and OPDs;
∎ Assist Project Coordinator in engaging with the third party for proper implementation of baseline survey/livelihood analysis/ study/evaluation through development of ToR and providing information as needed;
∎ Managing the relationship with local and national authorities and other actors in the respective sector;
∎ Develop capacity of UDMC for functioning their roles responsibilities as per SOD
∎ Provide technical support to UDMC to perform Inclusive CRA and implementation ensuring participation of person with disabilities.
∎ Ensure proper/quality documentation of project learnings and good practices through supporting project team;
∎ Coordinate with project accountant on budget preparation, advance, requisition, adjustment and financial documentation in accordance with project compliance.
∎ Lead the feasible livelihood analysis for person with disabilities, other at-risk groups and finalize the potential livelihoods for the selected participants.
∎ Organize training, facilitation on potential climate resilient livelihoods and business plan development.
∎ Linkage with relevant government departments to increase the safety net schemes, entrepreneurship training for person with disabilities, engaging key livelihood activities for greater impact in the community.
∎ Other tasks: Maintain gender-sensitive approach in all stages of the project and maintain safeguarding measures with code of conducts;
∎ Any other task as assigned by Project Coordinator.
∎ Performance Criteria: Partner organizations/OPDs will be capacitated to provide technical support for an inclusive livelihood sector;
∎ Contribute to increase the access of persons with disabilities in resilient livelihoods and economic activities/opportunities.
∎ National and local level stakeholders will be sensitized through incorporating disability issues in their existing services and review their plans to deliver inclusive livelihoods services.
∎ Take informed decision and regularly update Nabolok/ ABF management and CBMBCO on important issues.
∎ Safeguarding: Focuses on self -awareness and behavior regulation according to organizational policy.

Additional Requirements:
∎ Age 30 to 40 years
∎ Minimum of 7-10 years of proven professional experience in development context in an managerial position in INGO/NGO.
∎ Minimum of 5 years work experience in DIDRR, inclusion of at-risk groups- persons with disabilities, women, children, and older people.
∎ Strong experience in the capacity building preferably in the field of gender and /or disability.
∎ Experience in the capacity-building program and facilitation of training.
∎ Proven experience to prepare and monitor budgets and produce reports;
∎ Strong writing and reporting skills (clear, concise, and responsible communication suited to the interlocutor);
∎ Sound Knowledge and skills on the MEAL framework.
∎ Have time management, leadership, analytical ability, multitasking, facilitation, communication, presentation and report writing skills;
∎ Good understanding of disability inclusion standards and guidelines and Universal Design principles and advocacy with national government.
∎ Desirable: Experience in project cycle management (proposal writing, project planning, budgeting, project implementation, MEAL) and managing bilateral donor projects.
∎ A person lived with experience of disability should be an asset.
∎ Languages: English (professional proficiency)
∎ Bengali Language (professional proficiency)
∎ Tools: Excellent command on MS Word, MS PowerPoint; very good command on MS Excel. Have outstanding skills and expertise at communicating by email and internet.

Salary:
∎ Tk. 45000 (Monthly)
