Job Context:
∎ Core Purpose: The core purpose of a Monitoring & Development Officer is to ensure the effective monitoring, evaluation, and development of EDRCS project. This role requires a strong understanding of monitoring and evaluation methodologies, data analysis, and project management principles. The Monitoring & Development Officer is responsible for designing and implementing monitoring frameworks and systems to track the progress and impact of the project. She/he will collect and analyze data, identify trends and patterns, and provide insights and recommendations for projects improvement. The Monitoring & Development Officer will also play a key role in conducting evaluations and assessments, measuring project outcome, and identifying areas of growth and development. She/he will collaborate with internal and external stakeholders to gather information, coordinate data collection efforts, and communicate findings and recommendations. The Monitoring & Development Officer`s ultimate goal is to ensure that programs and projects are effectively monitored, evaluated, and adapted to achieve desired outcomes. At the same time he will maintain collaborative working relationships among key project partners and CBM Bangladesh country office through effective communication, consultation and reporting
∎ Overall Mission:
∎ To contribute towards the overall objective of the project by "Persons with disabilities, their representative organisations and other at-risk groups are better prepared for climate induced disasters through improved community preparedness and inclusive local DRR and CCA policy and plans and access to climate resilient livelihoods in targeted unions of Satkhira, Bangladesh".
∎ Improved disability inclusive preparedness for climate induced disaster by OPDs, Communities and local government of targeted unions of Shymnagar Sub-district of Satkhira by 2026
∎ Improved resilient source of income of persons with disabilities and other at-risk groups in the targeted unions of Shymnagar sub-district of Satkhira by 2026
∎ Commitment from local and national government to implement disability inclusive plans and programmes for climate change adaptation and disaster risk reduction.

Job Responsibilities:
∎ Develop and Implement Monitoring and Evaluation (M&E) Systems: Design and implement M&E frameworks, systems, and tools to track project progress and outcomes.
∎ Establish indicators, targets, and data collection methods to measure program effectiveness and impact.
∎ Ensure the integration of M&E activities into program planning, implementation, and reporting.
∎ Data Collection and Analysis: Collect, compile, and analyze data from various sources, including surveys, interviews, and program reports.
∎ Conduct quantitative and qualitative data analysis using appropriate statistical software and methodologies.
∎ Identify trends, patterns, and insights from data analysis to inform programmatic decision-making.
∎ Monitoring Program Performance: Monitor program/project activities against planned targets, timelines, and budget.
∎ Track and report on program indicators and progress towards objectives and outcomes.
∎ Identify areas of underperformance or potential risks and recommend corrective actions.
∎ Baseline and end line Evaluation and Learning:
∎ Assist in planning and conducting project end line evaluations, including baseline assessments and impact evaluations.
∎ Document and disseminate evaluation findings, lessons learned, and best practices.
∎ Reporting and Documentation: Prepare regular reports on project performance, including progress reports and donor reports.
∎ Maintain accurate and up-to-date program/project documentation, including M&E plans, data collection tools, and reports.
∎ Contribute to quarterly, annual narrative report, Log frame Indicator tracker with quality documents and quantitative data as well
∎ Ensure timely submission of required reports and deliverables to stakeholders and funding agencies.
∎ Capacity Building and Training: Provide training and capacity-building support to project staff and partners on M&E methodologies and tools.
∎ Foster a culture of learning and evidence-based decision-making within the organization and project teams.
∎ Support the development and implementation of learning events, workshops, and knowledge-sharing initiatives.
∎ Stakeholder Engagement:
∎ Collaborate with project staff, partners, and stakeholders to ensure their participation in M&E activities.
∎ Facilitate feedback mechanisms and learning exchanges to promote stakeholder engagement and ownership.
∎ Communicate monitoring and evaluation findings and recommendations to relevant stakeholders.
∎ Quality Assurance and Compliance:
∎ Ensure compliance with organizational and donor requirements for monitoring, evaluation, and reporting.
∎ Maintain data quality standards, including data verification, validation, and confidentiality.
∎ Contribute to the development and implementation of quality assurance processes and improvements.
∎ Other tasks: Maintain gender-sensitive approach in all stages of the project and maintain safeguarding measures with code of conducts;
∎ Any other task as assigned by the line manager.

Additional Requirements:
∎ Age 28 to 35 years
∎ Minimum of 4-5 years of proven experience in monitoring and evaluation, preferably in a development or nonprofit organization.
∎ Strong knowledge of monitoring and evaluation methodologies, tools, and techniques.
∎ Familiarity with data collection, analysis, and reporting techniques.
∎ Proficiency in using monitoring and evaluation software and tools.
∎ Excellent analytical and problem-solving skills.
∎ Ability to interpret and communicate complex data effectively.
∎ Understanding of project management principles and practices.
∎ Knowledge of development theories and practices.
∎ Professional Experience:
∎ Experience in designing and implementing monitoring and evaluation frameworks, systems, and tools.
∎ Demonstrated ability to conduct data analysis and provide actionable recommendations.
∎ Experience in conducting program evaluations and assessments.
∎ Strong project management skills, including planning, coordination, and reporting.
∎ Ability to work collaboratively with cross-functional teams and stakeholders.
∎ Excellent written and verbal communication skills.
∎ Desirable: Certification or additional training in monitoring and evaluation methodologies.
∎ Knowledge of specific software or tools used for data management and analysis (e.g., SPSS, Excel, Tableau).
∎ Familiarity with quantitative and qualitative research methods.
∎ Understanding of different donor requirements and reporting frameworks.
∎ Knowledge of results-based management (RBM) and logical framework approach (LFA).
∎ Experience in designing and delivering capacity-building workshops or trainings.
∎ Familiarity with digital data collection tools and mobile data collection platforms.
∎ Languages: English (professional proficiency)
∎ Bengali Language (professional proficiency)
∎ Tools: Excellent command on MS Word, MS PowerPoint, MS Excel, SPSS, KoBo Toolbox etc. Have outstanding skills and expertise at communicating by email and internet.
