Responsibilities & Context:
∎ Represent USAID HICRA at the district level
∎ Collaborate with GOB, Hill District Council, DC’s Office, Circle Chief, and other key stakeholders to optimise results
∎ Collaborate with other USAID and other development projects to leverage resources, create synergies to support program achievements, avoid duplication and learn from each other
∎ Actively seek opportunities to share goals and objectives, garner support, share progress, learn from others and receive feedback from key stakeholders
∎ Lead the development and continual updating of the District’s detailed action plan (DAP) for the based on the Detailed Implementation Plan (DIP)
∎ Monitor, track and manage district, upazila and union-wise DIPs and DAPs to ensure timely completion of milestones, outputs and outcomes
∎ Provide leadership and supervision to the multi-sectorial HICRA team working within the Bandarban District and activity seek to increase integration, collaboration and sharing and learning
∎ Lead the planning of HR, operational support, budgeting, etc. and coordination with all implementing and technical partners within the consortium to implement the DAP
∎ Ensure that the finance, admin, logistics, etc. staff have required support, guidance, tools and skills necessary to implement activities following policies and procedures required for compliance
∎ Facilitate monthly program progress review meetings with the Technical Coordinators for each Result Area, e.g., ultra poor graduation, livelihood and market development, WASH, disaster risk reduction (DRR), and natural resource management (NRM); and, provide leadership to address identified needs/concerns
∎ Coordinate with the upazila and technical coordinators to conduct a workload analysis for logical assignation of frontline staff assignation (catchment) areas for maximum efficiency
∎ Supervise district staff and build their capacity to effectively plan, track, monitor progress, solve problems and report results
∎ Participate in Upazila and Area coordination and other team meetings to facilitate learning and sharing, problem solving, coordination and collaboration
∎ Conduct regular field visits to monitor activities, support staff, address operational issues, and ensure quality standards
∎ Supervise timesheets, travel, leave, and performance appraisals according to institutional policies
∎ Provide regular updates to the DCOP, including challenges and proposed solutions
∎ Share minutes from coordination meetings with action items and progress updates with the DCOP
∎ Report on key findings from field visits and address issues related to non-compliance as per institutional policy
∎ Manage District Budget to maximise efficiency and impact
∎ Troubleshoot and adaptively training approaches while ensuring the project meets milestones on time
∎ Elevate concerns, challenges and issues
∎ ROLE PURPOSE:
∎ District Coordinator will coordinate and collaborate with multiple internal and external stakeholders and provide the supervision and leadership necessary for high-quality and timely implementation of USAID HICRA activities within the district. Under the supervision of the DCOP, the District Coordinator will coordinate with Cox’s Bazar based technical leads and district-based staff to ensure all activities in the detailed implementation plan (DIP) are carried out in a timely manner and that milestones are met. The candidate will work with technical counterparts to develop, track and report against, District and upazila -specific detailed action plans (DAPs). S/he will be responsible for managing all district-based staff on a day-to-day basis and ensuring integration within the programmatic areas. The District Coordinator will serve as the district representative and coordinate with other USAID Activities, donor projects and the GoB to ensure collaboration and coordination.The District Coordinator will create an enabling environment for collaboration, learning and adaptation, contribute to staff capacity building and support localization. This position will also provide the inclusive and well-orchestrated leadership necessary to meet the complex needs of USAID HICRA’s district-based efforts, in cost efficient ways. This includes collaborating with various stakeholders including the Government of Bangladesh, traditional institutions, other USAID activities, communities and HICRA consortium partners. S/he will apply strategic and analytical skills to accomplish goals and meet objectives, and demonstrate initiative and willingness to work together in partnership with the consortium and all key stakeholders. The District Coordinator will ensure activities are completed as per plan, meet USAID requirements, and maintain good relations with all.
