About the Project:

To enhance Early Childhood Development (ECD) and reduce Gender-Based Violence (GBV) in underserved and substandard urban settlements of Narayanganj and Gazipur Districts of Dhaka Division in Bangladesh, a project funded by The Light Foundation (TLF) aims to create a safe and nurturing environment for children aged 3 to 6 through Resource Centre’s (RCs) that will provide daycare services, pre-primary education, and legal aid support for their families.

Over the five-year project period, the consistent delivery of ECD services will support the long-term cognitive, emotional, and physical development of children, helping them build a stronger foundation for the future. Sustained legal aid services, community awareness campaigns, and proactive engagement with community members are expected to contribute to reducing GBV, creating a safer, more enabling environment for both the targeted children and the wider community.

About the role:

The Manager, Legal & Community Mobilisation will lead legal aid, community awareness, and GBV prevention activities under the project. The role also includes effective delivery of legal services and community mobilisation work through close coordination with field teams, timely reporting, and proper administrative and financial oversight.

Key Responsibilities:

  • Plan, implement, and manage SELP-led activities of the TLF-funded project, working closely with the BRAC Education Programme (BEP) and field teams.

  • Support community mobilisation and GBV prevention activities, including popular theatre, tea stall meetings, and other participatory methods, and test new community-based approaches.

  • Manage all legal aid and legal protection services, including legal advice, complaint intake, mediation (Alternative Dispute Resolution, ADR/ Online Dispute Resolution, ORD), court case support, and fact-finding.

  • Oversee online legal support services for GBV survivors, especially in urban areas, and support Legal Aid Centres within Resource Centres.

  • Conduct frequent field visits to ensure quality legal counselling, mediation, case management, and overall service delivery.

  • Supervise frontline staff, technical teams, Deputy Managers, and panel lawyers.

  • Monitor case progress and manage performance reviews and contract renewals while developing implementation guidelines, tools, and SOPs

  • Capture learning, good practices, and change stories to support evidence-based decisions.

  • Manage budgets, grants, and administrative processes and, ensure donor compliance, timely reporting, coordination with relevant teams, and support advocacy to strengthen legal protection systems.

Safeguarding Responsibilities:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
