Experience:
At least 05 years’ experience in financial management, procurement, admin & logistics support including clear understanding about budget preparation, budgetary control, financial report, budget variance analysis, asset management, dealing VAT/Tax, procurement etc.
Ability to ensure budgetary control
Familiar with soft-ware based accounting system
Has knowledge on VAT/Tax compliance
Strong critical and analytical thinking capabilities
Written and oral communications skills in English and Bengali
Computer literacy, including the ability to use Microsoft Word, Excel and PowerPoint
Respect on gender, PSEA, Safeguarding and cultural diversity
Able to operate virtual communication platforms such as Zoom, Microsoft Teams, etc.
Shushilan, a national reputed NGO is going to implement a project entitled “Meeting Targets and Maintaining Epidemic Control (EpiC) Project Bangladesh” with technical and financial support from FHI 360. Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global project funded by the US Department of State and the US President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to strengthen Global Health Security (GHS), including outbreak response; improve maternal and child health (MCH), and promote health systems strengthening (HSS) including supply chain management. EpiC is led by FHI 360 with it’s implementation partners including Shushilan working in seven districts of Bangladesh where Shushilan is working in Jashore and Satkhira district. Shushilan is inviting application from the qualified and interested candidates for the following position.
Finance and Admin Officer (FAO) will report to Project Coordinator through District Coordinator for day to day activities, and regarding technical and reporting aspects to Head of Finance, Shushilan.
Finance and Admin Officer (FAO) is overall responsible for cash and ledger book, expenditure statement, preparing financial reports, bank ledger/statement.
S/he should ensure that the expenditures are being made as per financial policies and procedures.
Ensure compliance with SHUSHILAN, FHI 360, and US state government policies.
Should explore possessing skill in problem identification, problem solving and decision-making.
S/he will assess supply chain and commodity readiness at target health facilities to identify gaps in MNCHN and emergency commodities, facility-level forecasting and stock monitoring will be strengthened.
S/he will support storekeepers of health facilities through orientation and on-the-job assistance on quantification, stock management, redistribution, and reporting.
Approved emergency test kits, reagents, and IPC/WASH supplies will be pre-positioned, and facilities will be supported to maintain buffer stocks during outbreak-prone periods as well as readiness will be monitored through quarterly joint supervision and stock verification visits.
He will also maintain good communication and linkage related to financial issues and will closely work with Focal Person, Head of Finance, Project Coordinator, District Coordinator and other team members.
He will responsible to select vendors/suppliers and procurements as per organizational policy and donor’s compliance
Preparation of program budget guidelines in consultation with the program management staff.
Ensure payment of salary to the staff
Ensure payment to suppliers on time
Able to maintain software based accounting system (Tally)
Maintain records of fixed assets
Provide logistics support during training, meeting, workshop etc.
Ensure security of the assets and office
Tracking of fund status for proper reporting and ensuring timely fund requests
Overall responsibility on resource allocation and Budget execution.
Certify & review monthly/quarterly expenditure report
Ensure timely preparation and submission of the financial reports.
Ensure update the books of accounts on a regular basis.
Ensure compliance with Income Tax Act of the government of Bangladesh
Ensure compliance with VAT Act of the government of Bangladesh
All kind of positive motivation to support and response in emergency
In addition to that any other duties and responsibilities may assigned by the authority / organization which need to be carried out.
