Responsibilities & Context:
∎ Provide logistical and administrative support and supervision of general office support services, facilities management, security and logistics for HICRA’s Cox’s Bazar regional/district office
∎ Manage procurement processes for HICRA’s Cox’s Bazar regional/district office including preparing bid requests/tender processes, organising bid committee, compiling scores and negotiating awards
∎ Manage and keep the procurement tracker updated
∎ Manage all procurement documentation including ensuring documentation is properly filed, well organized and always auditable
∎ Manage inventory, including updating the asset, equipment and supply list regularly
∎ Lead annual inventory of property including organizing a committee, physically verifying assets and status, compiling information and reconciling results with the equipment records
∎ Ensure that project materials, office supplies, and workshop supplies for HICRA are ordered and available
∎ Contract printing services as per requirements
∎ Call procurement committee meeting as and when needed, follow up and prepare minutes and get approval from the respective approval authorities
∎ Follow-up and Check budget of individual items procurement with supervisor.
∎ Verify the estimated costs with current market price and present it to next action.
∎ Ensure collection of quotations/price offers from different suppliers as when required and spot check/compare the market price regularly
∎ Follow-up and prepare comparative statement/bid summary and present it for approval as per level of authority and accordingly ensure Contract of Purchase/purchase Order
∎ Properly record and file all documents related to the procurement in a systematic way.
∎ Prepare Procurement Agreement and Contracts as per FIVDB Policy.
∎ Prepare different reports and update all the contracts within the time frame.
∎ Provide assistance to internal and external auditor, consultants, Researchers, Donors and other visitors with information, documents and make necessary coordination.
∎ Provide required information and documents to country and/or HICRA head office as schedule and when required
∎ ROLE PURPOSE:
∎ This position is responsible for leading procurement and logistics for USAID HICRA’s regional office. Similarly, the Senior Officer, Procurement and Logistics will ensure provision of operational services including inventory management, correspondence, facilities management, staff travel, equipment & office maintenance, vehicle & transportation management, file management, security, and logistical support for trainings/ meetings/workshops or public events and/or official visits.
∎ KEY AREAS OF ACCOUNTABILITY:
