∎ Highly potential candidates’ education & age will be flexible.
∎ High level of proficiency in MS Office programs, particularly Excel and Word.
∎ Competence in writing evidence-based result-oriented reports.
∎ Experience with capacity building and coaching on SWM and in programme designing and implementing with similar goals.
∎ Profound knowledge of practices at Union parishad, Pourashavas and Upazila level;
∎ Experience with SWM management plans at Unions Parishad /Pourashavas level (preparing plans, operating and monitoring plans)
∎ Experience of working in market systems development related projects will be an added advantage.
∎ Understanding business models and hands on experience of developing business plan will also be considered as an advantage.
∎ Clear understand of the roles and responsibilities of Union Parishad, Pourashavas, Upazilas, deconcentrated line agencies as per the national policies related to climate resilient SWM ;
∎ Profound knowledge of sector related policies and tools such as: Bangladesh Climate Change Strategy and Action Plan 2009; Bangladesh Delta Plan 2100; Environment Conservation Rules 1995; Implementation of Institutional and Regulatory Framework for Fecal Sludge management, National Action Plan Pourashavas, 2020; Institutional and Regulatory Framework for Faecal Sludge Management (Pourashavas and Rural Areas); Local Government (Paurashava and Union Parishad) Act 2009;
∎ Excellent interpersonal skill and ability to provide effective support and to collaborate and coordinate across different teams from diverse background.
∎ Competent to make effective decisions upholding organizational values and Code of Conduct.
∎ Possess personal integrity, transparency, fairness, proactive stance, and respect for gender, diversity, safeguarding and organizational cultural aspects.
Responsibilities & Context:
∎ Be responsible from designing to implementation of SWM related solutions like waste disposal, collection, transportation and recycling/reuse.
∎ Develop manual focusing the functions of the local governments and their role in the provision of public services delivery related to SWM.
∎ Review the relevant national policies and regulations related to SWM and make recommendations on what should be incorporated in the project.
∎ Orient and provide training to different stakeholders on SWM.
∎ Network and maintain communication with the relevant government representatives of national level for SWM, especially the relevant ministries under Government of Bangladesh and other national advisors to ensure smooth information and implementation.
∎ Provide strategic, technical and policy advice and assistance on all SWM matters that support the delivery of waste management and pollution control action.
∎ Provide technical and policy advice on key emerging SWM issues and their potential implications.
∎ Support the PIU team by providing local insights and data to develop innovative business models and plans regarding SWM.
∎ Identify potential entrepreneurs and local private sector players in the field of SWM and initiate engagement efforts with them.
∎ Facilitate and mentor project supported SWM entrepreneurs and other private sector players in expanding their businesses.
∎ Coordinate and provide relevant advice to the programme and other stakeholders on SWM issues.
∎ Provide programme development and management support, where necessary.
∎ Support in documentation and knowledge management regarding the SWM initiatives.
∎ Implement SWM management plans at Unions/Pourashavas level (preparing plans, operating and monitoring plans)
∎ Plan, design and implement of SWM interventions
∎ Assist in procurement and supervise the ongoing interventions
∎ Any other relevant responsibilities assigned by line management.
