The Financial Services Volunteer Corps (FSVC) is currently seeking a highly motivated individual to successfully and effectively lead the implementation of an anticipated 5-year Food for Progress (FFPr) project in Bangladesh funded by the U.S. Department of Agriculture (USDA).  This project is in the planning stages.  The two key objectives of Food for Progress are to: 1) improve agricultural productivity; and 2) expand trade of agricultural products.   

 

The Chief of Party (CoP) will provide overall strategic direction, leadership, and oversight for the successful implementation of this USDA-funded FFPr project.  The CoP is responsible for ensuring that all project goals and objectives are met on time, within budget, and in compliance with donor requirements and organizational policies.  This individual serves as the primary point of contact with the donor, government counterparts, implementing partners, and other key stakeholders. 

 

Key Responsibilities: 

  • Provide overall leadership and technical direction of the project, ensuring an integrated vision among its different components and partners. 

  • Serve as the primary liaison with the donor, project stakeholders (e.g., government, private sector), and other partners to build strong relationships and ensure coordination. 

  • Oversee project planning, budgeting, implementation, and monitoring and evaluation to meet deliverables and results. 

  • Manage project staff and subcontractors, fostering a collaborative and results-oriented team environment. 

  • Regular travel to the locations of the project.   

  • Ensure compliance with donor regulations and organizational policies, including financial and operational integrity. 

  • Oversee the preparation of project reports, work plans, performance monitoring plans, and other required deliverables. 

  • Liaise closely with FSVC’s U.S. Headquarter staff to ensure effective project implementation and management.  

  • Represent the project at conferences, workshops, and meetings, promoting project accomplishments and lessons learned. 

 

Preferred Qualifications: 

  • Master’s degree or higher in international development, public administration, economics, agriculture or a related field. 

  • Minimum of 10 years of experience in international development, with at least 5 years in a leadership role (e.g., Chief of Party) on donor-funded projects. 

  • Experience managing large-scale, complex projects with a deep understanding of project cycle management, particularly on agriculture-related topics.  

  • Proven experience in developing strong working relationships with government officials, donors, NGOs and private sector stakeholders. 

  • Strong leadership, organizational and interpersonal skills. 

  • Excellent verbal and written communication skills in English.  Professional fluency in Bengali is strongly preferred.  

  • Previous experience with large USDA or other USG grants (above $28 million).   

  • Prior experience working in Bangladesh or in South Asian countries.
