Experience:

This position will be the technical focal of ensuring M&E supports to all FCDO programme partners align with the Livelihood and Skill Development Sector (LSDS) under the supervision of Program Coordinator (FSSL). Support Research, Evaluation and Learning activities in HCMP. Ensure the design of overall monitoring and evaluation process of the Humanitarian Crisis Management Programme. Manage & strengthen reporting channel, recording and reporting system, and preservation of data and reports for periodic monitoring of programme areas.
Strategic
Participate in strategic planning and assist in preparation and reporting plan of all FCDO partners.
Support LSDS in preparation of logical frameworks and align with sector objectives and BRAC strategy
Provide quality assurance review of the monitoring and evaluation (M&E) framework of Livelihoods and Skills Development Sector and of the results reporting in the Rohingya refugee response
Operational
Engage in the process of developing and implementing appropriate tools/methodology to monitor assigned programs
Collect data for FCDO Donor from Livelihoods and Skills Development Sector Partners initiatives in prescribed templates on regular basis.
Support the Livelihoods and Skills Development Sector Coordinator in preparation of the substantive and analytical support to assure the quality documents, reports, as well as analytical results.
Support research and development of data and research tools and methodologies for Camp and Host/Local Community level needs, gaps and impact analysis related to Livelihoods and Skills Development initiatives.
Analyse data to prepare the reports of studies under LSDS ansd FCDO donor requirements
Communicate of study results through presentations to stakeholders
Prepare learnings documents from the studies based on stakeholder feedback
Conduct periodic verification of activities with checklists (MIS verification) of various sectors to ensure data quality
Ensure that all projects under the sectors have strong accountability system which includes all three components of information sharing, participation, and complaints and feedback for the program participants
Provide regular support to project team in the areas of accountability, e.g., information sharing and feedback/ complaint mechanism
Facilitates the process of proper documentation, dissemination, and application of learning in the project cycle management.
Provides technical inputs (e.g., review the ToR, data collection tools, draft report etc.) to the project team to conduct baseline, evaluation and research study etc.;
Learning and Knowledge management
Support continuous analysis of MEAL information in coordination with other partners; and identify potential problem and inputs to improve the overall programming and operations align with LSDS.
Assist to jointly conduct reflection and learning sessions regularly with the various sectors and functions
Ensure the study reports (baseline, end line, final evaluations, etc.) are uploaded in the align with LSDS MIS.
In collaboration with LSDS-Knowledge Management Officer and guidance from the LSDS- Sector Coordinator develop 5W data collection tool, introduce web-based data collection system, create, maintain and regularly update interactive Dashboard for monitoring the Sector partners activities to identify gaps and duplications in the response.
Contribute together with LSDS- Knowledge Management Officer in knowledge sharing (including through supporting training and peer exchange) amongst relevant actors on issues related to LSDS strategic framework, data collection and any other IM relevant tools.
Visit LSDS partner activities regularly and provide field report to LSDS Coordinator on monthly basis.
Create IM and IEC products for the LSDS when required.
Administrative
Supervise the MEAL Officers of Partner Orginazation of the LSDS sector in data collection, quality assurance.
Ensure the supervisees are complying with organizational and LSD Sectoral policies
Safeguarding
Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
