  • Demonstrates strong technical knowledge of entrepreneurship, enterprise development, market assessment, market linkage, financial literacy, enterprise management, and livelihood programming in humanitarian settings.

  • Applies expertise in business planning, mentoring, coaching, monitoring, reporting, knowledge management, donor compliance, and safeguarding to ensure quality programme implementation and accountability.

  • Provides technical leadership and advisory support to staff, partners, and entrepreneurs through effective facilitation, capacity building, coaching, and business development services.

  • Builds and maintains strong partnerships with government agencies, private sector actors, financial institutions, and other stakeholders to strengthen market systems and livelihood opportunities.

  • Utilizes strong analytical, problem-solving, communication, presentation, and documentation skills, with proficiency in Microsoft Office applications, to support evidence-based planning and decision-making.

  • Demonstrates strategic thinking, results orientation, innovation, continuous learning, and effective collaboration to achieve programme objectives while adapting to evolving humanitarian and market contexts.

  • Upholds accountability, cultural sensitivity, and a strong commitment to safeguarding, protection, gender equality, and social inclusion in all programme activities and stakeholder engagements.



Responsibilities & Context:

BRAC is an international development organisation founded in Bangladesh in 1972 that partners globally with over 100 million people living with inequality and poverty to create opportunities to realise their potential.

The Specialist – Entrepreneurship Development will provide technical leadership for the design, implementation, and quality assurance of entrepreneurship development interventions under the Skills and Entrepreneurship project. The position will strengthen enterprise development, business skills, market linkages, and financial inclusion initiatives to improve self-reliance and sustainable livelihood opportunities for Rohingya refugees and host communities, ensuring compliance with BRAC policies, donor requirements, and humanitarian principles.

Technical Leadership and Programme Quality

  • Lead the design, implementation, and continuous improvement of entrepreneurship development interventions in line with project objectives and the humanitarian context.

  • Develop technical guidelines, training curricula, tools, and standard operating procedures for entrepreneurship and business development.

  • Ensure entrepreneurship interventions are market-oriented, inclusive, and responsive to the needs of vulnerable participants.

  • Provide technical guidance and quality assurance to project teams to ensure effective implementation and achievement of programme targets.

Enterprise Development and Business Support

  • Identify viable business opportunities through market assessments and value chain analysis within the camp and host community context.

  • Support entrepreneurs in business planning, enterprise establishment, business improvement, and business growth.

  • Lead business coaching, mentoring, and post-training follow-up to strengthen enterprise performance and sustainability.

  • Support the implementation and monitoring of entrepreneurship grants, revolving funds, and other project-supported enterprise development initiatives.

  • Promote financial literacy, business management, customer service, marketing, and record-keeping practices among entrepreneurs.

  • Strengthen market linkages by facilitating access to buyers, suppliers, business support services, and appropriate market opportunities.

Monitoring, Learning and Innovation

  • Develop technical indicators, monitoring tools, and quality standards for entrepreneurship interventions.

  • Monitor business performance, income generation, enterprise sustainability, and programme outcomes, and recommend technical improvements.

  • Conduct market assessments, business opportunity assessments, and learning exercises to inform programme design and adaptive management.

  • Document good practices, lessons learned, innovations, and success stories for knowledge management and donor reporting.

Coordination and Partnership

  • Coordinate with CiCs, humanitarian partners, relevant sectors, training providers, and private sector actors to strengthen entrepreneurship and market linkage interventions.

  • Participate in relevant sector coordination meetings, sectoral platforms and learning forums to promote collaboration and information sharing.

  • Build partnerships with local businesses, service providers, and market actors to expand business development opportunities for project participants.

  • Support donor visits, technical missions, assessments, and programme reviews as required.

Capacity Building

  • Build the technical capacity of project staff, trainers, mentors, and community facilitators on entrepreneurship development approaches and business coaching methodologies.

  • Provide technical mentoring and on-the-job coaching to strengthen programme quality and innovation.

  • Promote continuous learning and the application of good practices across the project team.

Safeguarding

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. 

  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
