Experience:
Bachelor degree in Agricultural Sciences, Development Studies, Economics, Business Studies, Social Sciences, Electrical/ Electronic Engineering, or other relevant disciplines from any UGC approved reputed university or institute
Professional degrees or certifications such as Project Management, PMD, M&E, PGD, and adult education/training, along with potential technical certifications in English language teaching or digital literacy, will be an added benefit.

Demonstrates strong expertise in designing, implementing, and managing skills development and adaptive programmes, with sound knowledge of labour market systems, entrepreneurship development, financial inclusion, and employment creation initiatives.
Applies strong programme management capabilities, including budget planning, financial forecasting, donor compliance, risk management, Value for Money (VfM), monitoring, reporting, safeguarding, and evidence-based decision-making.
Exhibits excellent strategic planning, analytical thinking, and problem-solving skills to drive programme quality, achieve results, and make informed decisions under pressure.
Produces high-quality technical reports, presentations, and donor documentation while effectively utilizing Microsoft Office applications (Word, Excel, and PowerPoint) for programme management and reporting.

The Project Manager – Skills and Entrepreneurship will lead the planning, implementation, quality assurance, and adaptive management of all skills development, entrepreneurship, employment, and market linkage interventions under the project. The position will ensure high-quality, evidence-based implementation in accordance with BRAC policies and FCDO programme management standards, while strengthening resilience, self-reliance, financial inclusion, and sustainable livelihood opportunities for Rohingya refugees communities through strong coordination with government, humanitarian partners, private sector actors, and training institutions if required.
Program Planning, Implementation, and Supervision
Lead the planning, implementation, and quality assurance of skills development, entrepreneurship, and employment initiatives in line with project objectives, labour market demand, humanitarian principles, and donor requirements.
Develop and oversee annual work plans, implementation schedules, operational strategies, and resource allocation to ensure timely and effective programme delivery.
Ensure training programmes are competency-based, market-responsive, gender-responsive, disability-inclusive, and aligned with national standards and emerging market opportunities.
Provide strategic oversight of training delivery, curriculum implementation, participant progression, trainer performance, and overall programme quality through regular monitoring and technical support.
Strengthen pathways to wage employment, self-employment, and entrepreneurship by fostering partnerships with private sector actors, training institutions, and relevant stakeholders.
Apply adaptive management approaches by utilizing monitoring data, beneficiary feedback, labour market assessments, and implementation learning to continuously improve programme performance.
Ensure the integration of entrepreneurship, financial literacy, employability skills, digital skills, business development services, and market linkage across programme interventions.
Ensure compliance with BRAC policies, safeguarding standards, donor requirements, and FCDO Value for Money (Economy, Efficiency, Effectiveness, and Equity) principles throughout programme implementation.
Monitor project progress against approved work plans, budgets, and performance indicators, taking timely corrective actions to achieve expected outputs and outcomes.
Provide leadership, coaching, and technical guidance to project teams to promote high performance, accountability, innovation, and continuous learning.
Job placement and Entrepreneurship
Lead the implementation of job placement, entrepreneurship, and market linkage activities to promote sustainable livelihood opportunities for project participants.
Develop and maintain partnerships with private sector actors, training providers, humanitarian agencies, and other stakeholders to support apprenticeships, on-the-job training, and income-generating opportunities.
Oversee entrepreneurship development, business coaching, mentoring, and post-training support to improve enterprise sustainability.
Ensure effective implementation and monitoring of entrepreneurship grants, revolving funds, and other project-supported financial inclusion initiatives in compliance with donor and organizational policies.
Monitor employment outcomes, business performance, income generation, and enterprise sustainability, and recommend improvements based on programme results.
Strengthen market linkages and facilitate access to markets, buyers, suppliers, and business support services where feasible.
Provide technical guidance to project teams to ensure quality implementation and continuous improvement of employment and entrepreneurship interventions.
Coordination, Representation, and Stakeholder Engagement
Lead coordination with CiCs, Site Management, relevant government authorities, UN agencies, and humanitarian partners to ensure timely approval and effective implementation of project activities in the camps.
Represent BRAC in relevant camp-level coordination forums, donor briefings, and other humanitarian coordination platforms including the Livelihoods and Skills Development Sector (LSDS), ensuring effective coordination and information sharing.
Establish and maintain strong working relationships with CiCs, government line departments, UN agencies, INGOs, NGOs and private sectors to strengthen skills development, entrepreneurship, and market linkage opportunities within the humanitarian context.
Coordinate with MEAL and technical teams to conduct labour market assessments, beneficiary consultations, and learning initiatives to inform programme planning and adaptive management.
Facilitate donor monitoring visits, field missions, audits, evaluations, and review meetings, ensuring timely implementation of agreed actions.
Promote knowledge sharing, documentation of best practices, and cross-sector collaboration to enhance programme quality, innovation, and learning.
Budget Management, Reporting, and Capacity Building
Lead project budgeting, financial planning, forecasting, resource allocation, and budget monitoring to ensure efficient utilization of resources and achievement of project targets.
Ensure effective financial management, budget compliance, burn rate monitoring, timely budget revisions, and adherence to BRAC and donor financial policies.
Ensure compliance with donor agreements, BRAC policies, procurement procedures, safeguarding standards, and audit requirements.
Lead programme review meetings, performance reviews, and risk management processes, ensuring timely implementation of corrective actions.
Oversee project monitoring, data quality, MIS, and performance reporting to support evidence-based decision-making and adaptive programme management.
Lead the preparation and timely submission of high-quality donor and internal reports, including technical reports, progress updates, case studies, and lessons learned.
Provide leadership, technical guidance, coaching, and performance management to project teams to strengthen programme quality and team capacity.
Safeguarding
Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme`s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
