Job Context:
∎ Contract period: 1.10.2019 - 1.10.2020 with the possibility of extension subject to funding
∎ Line Manager:Education Programme Manager
∎ Staff Manager:Supervisors
∎ The Capacity Building Coordinator will work closely with the Education Programme Manager on a new education programme for Rohingya refugees and host communities. The Coordinator will closely cooperate with the GBV and Livelihood Coordinator to ensure a holistic approach in DCA`s response;
∎ Besides the operational implementation of the project, the Coordinator will focus on the capacity building components of the project, including development of ToTs for Education Sector Partners. S/He will provide technical support to the facilitators and teachers.

Job Responsibilities:
∎ Planning and implementation:
∎ Operational management of field activities under the supervision of the Education Programme Manager.
∎ Support the expatriate manager in designing programme concept notes and proposals as well as curricula and learning material.
∎ Design and facilitate training of trainers for education sector partners on e.g. youth-centred methodology, pedagogy, classroom/group management or PSS.
∎ Closely collaborate with DCA's GBV and Livelihood Coordinator specifically on skills development activities.
∎ Assess needs in the host community and collaborate with government officials to enhance skills development and life skills activities for youth in Ukhiya and Teknaf.
∎ Ensure a participatory approach throughout the education programme.
∎ Provide support and technical advice to the project team to ensure that education activities are implemented according to International Standards and donor requirements.
∎ Visit static and mobile team operations on a regular basis and provide constructive feedback and suggestions to the team.
∎ Lead procurement requests of needed material.
∎ Ensure field concerns and challenges are brought to the attention of relevant stakeholders, in line with complaints mechanism.
∎ Acts as PM if the Programme Manager is absent.
∎ Other duties as requested by the supervisor.
∎ Coordination, collaboration & networking:
∎ Coordinate with the education sector, specifically Technical Working Group (TWiG) and participate in Education Sector meetings if need be.
∎ Coordinate with community leaders to ensure acceptance of the education programme and raise awareness of the right to education.
∎ Carry out and update mapping of actors providing education activities and develop a strong network.
∎ Interact with relevant government agencies (e.g. DC, UNO) and other organization for further coordination of the education activities.
∎ Establish and maintain close collaboration with procurement, logistics and finance officers to ensure that programme related procurement is carried out smoothly.
∎ Report project progress and monitor project activities:
∎ Actively monitor and evaluate the progress of the implementation to ensure quality project implementation.
∎ Based on regular monitoring, data collection, and management draft recommendations for improved project delivery.
∎ Prepare monthly/quarterly progress report, case studies and concept notes.
∎ Contribute to reports and the preparations of new proposals.
∎ Assist Education Programme Manager to build capacity of DCA staff and relevant stakeholders to ensure a reliable M&E system for better data collection and management and to ensure ethical data collection and information management.
∎ Staff Supervision & Development:
∎ Provide regular supervision, mentoring, guidance and required training to staff.
∎ Provide technical support to field staff.
∎ Ensure that all Education staff understand the code of conduct.
∎ Accountability and Core Humanitarian Standard:
∎ Be familiar with accountability and Core Humanitarian Standard. Monitoring and reporting of complaints and feedback as per DCA complaints mechanism policy.
∎ Be familiar with INEE Minimum Standards.

Additional Requirements:
∎ minimum of 5 years of experience in Education and/or Education in Emergencies required; previous experience in the Rohingya response required.
∎ Field experience with NGO required.
∎ Strong track record in conducting Training of Trainers and other capacity building activities for staff and sector partners.
∎ Strong management skills and the ability to work well in a team.
∎ Experience with literacy/numeracy or life skills and skills development for adolescent and youth required.
∎ Experience in a lead position in a UN funded project required.
∎ Clear understanding of gender, human rights, issues surrounding violence against women and girls.
∎ Demonstrated understanding of and ability to maintain confidentiality and respect for beneficiaries.
∎ Positive and professional attitude, strong problem-solving skills to address gaps and challenges.
∎ Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
∎ Excellent communication, listening and observation skills, including ability to create trust, support, respect and interact with women of all ages, background and diversity.
∎ Computer literate, including Microsoft Word and Excel.
∎ Good working knowledge of the language spoken by Rohingya people is considered and advantage.
∎ Fluency in Bengali and English required.
