Job Context:
∎ Islamic Relief provides lifesaving humanitarian assistance to the FDMNs as they lack access to the basic needs of life. Since the beginning of the influx, Islamic Relief has been working with Bangladesh Government and other implementing partners to support FDMNs living in Cox’s Bazar. We ensure food and non- food items for FDMNs living in Bhashanchar. We improve the safety and well- being of FDMNs by
∎ Providing monthly food ration
∎ Providing water and sanitation
∎ Constructing wash blocks
∎ Installing tube-wells
∎ Distributing Ramadan food packs, Eid gifts, and Qurbani meat
∎ Providing non-food items like LPG, hygiene kits, and winter clothes to the families both in Cox’s Bazar and Bhashan Char.
Job Responsibilities:
∎ Appropriate beneficiary and site selection according to the IR Principle and guideline (20%)
∎ Environmental & Social screening of the intervention and prepared environmental impact assessment accordingly.
∎ Conduct hardware feasibility checks at the field level and document them properly.
∎ Conduct FGD with different stockholders and communities.
∎ Assist to identify suitable sites for WASH & Shelter activity implementation.
∎ Ensure daily attendance for casual labor & volunteer in WASH activity.
∎ Efficiently volunteer management
∎ Casual labor management for construction work.
∎ To collect various eligible lists for distributing NFI & Hygiene kits
∎ To conduct various meetings with CBC, Majhi, caretaker & user group.
∎ Form community lead volunteer group, HP group, and CDG
∎ Conduct a door-to-door survey to finalize beneficiaries.
∎ Supervise the beneficiary’s identification as per fixed selection criteria and by the methodology fixed by IR.
∎ Finalize the beneficiary by ensuring endorsement and validation from relevant authorities.
∎ Prepare a beneficiary list, Muster roll, etc.
∎ Project intervention monitoring (20%)
∎ Activities:
∎ Prepare individual work plans according to project activity.
∎ Provide technical support to vendor and non-technical staff for starting work as layout, aligning with drawing, design, and BoQ.
∎ Provide technical support to receive good quality materials as well, as construction work.
∎ Capable to check good quality materials, the physical test of materials, slum test, tensile strength, compressive strength
∎ Prepare & follow the hardware monitoring checklist.
∎ Ensure quality construction according to drawing, design, and guidelines
∎ Follow the individual work plan for quality control of project activities.
∎ Supervise construction activities at the beneficiary level.
∎ Prepare a business plan at the community level and execute it as per the proposal and organizational guidelines.
∎ Supervise and monitor each stage of the activities. Ensure that standards and instructions are given by the line manager, as well as Islamic Relief Bangladesh procedures,
∎ Monitor the working progress & ensure the quality of project activities & inform the Project Coordinator
∎ Ensure the construction / Installation work (30%)
∎ Activities:
∎ Make a plan for construction activities as per project needs.
∎ Prepare design & BOQ of WASH Facilities & shelter activity
∎ Supervise construction work of FSTP, Water Network, and Sanitation construction work.
∎ Responsible for the field construction activities such as WaSH infrastructures (Semi-Deep Tube wells, Sanitary Latrines, Hygiene Promotion, etc.)
∎ Ensure project activity according to drawing & design.
∎ Effectively manage Faecal sludge and solid waste in the camp.
∎ To implement project activity according to technical specifications.
∎ Identify feasible sites for WASH facilities
∎ Facilitate caretaker training, user group training, majhi & CBC training
∎ Conduct water quality tests of selected parameters using field kits.
∎ Prepare bills & check the bill vouchers.
∎ Conduct Technical and environmental surveys (pre-survey, post-survey, etc) as per project requirements.
∎ Prepare different IEC materials related to construction work.
∎ Do effective and appropriate networking and coordination with different stakeholders (15%)
∎ Activities:
∎ Assist to organize inception meetings at different levels.
∎ To Participate in various coordination meeting as WASH & Shelter sector meetings, CiC coordination meetings
∎ Organize various working relationship-building orientations and training.
∎ Linkages with government officials, DPHE, CICs, CMOs, UN agencies, and NGOs.
∎ Formulation of the project implementation committee.
∎ Ensure the NOC after the selection of the scheme with relevant stakeholders.
∎ Involve project implementation teams in the implementation of the project
∎ Communication and collaboration with SMSD, CMO, focal agencies
∎ Coordination & networking with key stakeholders.
∎ Participate in various personal development training, orientation, and workshop
∎ Project Reporting and Documentation (10%)
∎ Activities:
∎ Provide monthly activity reports to SMSD, CMO, sector, and other agencies.
∎ Collect completion report according to requirement.
∎ Provide the necessary documentation to WASH focal points, agencies, etc.
∎ Prepare and submit a plan of the weekly activities to the line manager:
∎ Report back any problems and constraints encountered during the activities and suggest operational solutions.
∎ Support for the Procurement of materials like requisition, quotation collection, etc.
∎ Others (5%)
∎ Activities:
∎ - Participate & involve with seasonal programs (Ramadan, Qurbani, Winterization, etc.) activities.
∎ - Ensure that local purchases and expenditures are done as per Islamic Relief Bangladesh policy.
∎ - Maintain the stock book, inventory, and other essential registers properly and timely in an effective manner.
∎ - Support in the procurement of materials like requisition, follow-up, etc.
∎ - Take initiatives to ensure the security of project staff and participants during the intervention.
∎ - Ensure the safety of team members from any harm, abuse, neglect, harassment, exploitation, Fraud, Bribery & Money Laundering to achieve the program’s goals of safeguarding implementation and as well as Act as a key source of support, guidance, and expertise on the safeguarding of harm, abuse, neglect, harassment, and exploitation, Fraud, Bribery & Money Laundering for establishing a safe working environment
∎ - Being a member of Islamic Relief as a child-friendly organization, it is the core responsibility and obligation of each staff member to understand and obey the IR Child Protection & PSEA Policy and respond accordingly as and when required.
∎ - Willing and able to travel frequently for extended periods and to remote areas of the projects.
